Contract and Procurement Director

The City of New York is seeking a highly skilled Contract and Procurement Director to join the Master Leasing Unit (MLU) team. As a key member of the MLU, the successful candidate will be responsible for managing procurement activities for Master Lease and Project-based programs, including contract amendments, renewals, and negotiated acquisitions.
Key Responsibilities:
- Manage procurement activities for Master Lease and Project-based programs, including contract amendments, renewals, and negotiated acquisitions.
- Develop and implement procurement strategies to ensure compliance with NYC Procurement Policy Board Rules and Agency procedures.
- Collaborate with the Agencys program support divisions, including the Agencys Chief Contracting Office (ACCO), Office of Budget Administration (OBA), Office of Financial Services, and Office of Legal Affairs (OLA) to ensure compliance with programmatic and funding requirements.
- Develop and manage performance metrics, evaluation tools, reports, and scorecards to track program performance and identify areas for improvement.
- Provide direct supervision and oversight to staff, including establishing work goals and objectives, ensuring professional development and performance review, and supporting all disciplinary activities.
Qualifications:
- A master's degree from an accredited college in economics, finance, accounting, business, or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field.
- Two years of satisfactory full-time professional experience in one or a combination of the following: budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
- 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, including supervising staff performing professional work in the areas described above.
