Key Responsibilities

The American Rescue Plan Act represents a significant initiative aimed at mitigating the effects of the COVID-19 pandemic and addressing the resulting public health, educational, and economic challenges. This act facilitates immediate assistance to American families, supports a nationwide vaccination initiative, aids small businesses, reduces child poverty, reopens educational institutions, and assists parents in returning to the workforce. The funding from the American Rescue Plan will empower AmeriCorps to:

  • Create new national service opportunities
  • Enhance benefits for members and volunteers
  • Support nonprofits operating in underserved areas

The selected candidate will lead a dedicated team responsible for providing essential support for application evaluations, due diligence assessments, and award processing to manage the increased workload throughout the grant lifecycle, particularly focusing on Grant Application and Review Processes (GARP) and the closure of expired grants. Furthermore, they will offer grants management assistance to the Office of Regional Operations (ORO) and the Office of Grant Administration (OGA) by reviewing expired grants and preparing necessary documentation for grant closures. This role necessitates a comprehensive understanding of AmeriCorps grant processing protocols and systems.

The incumbent will:

  • Ensure the organization's strategic objectives, mission, vision, and values are effectively communicated to the team and integrated into their strategies, goals, and work plans.
  • Clearly articulate assignments, projects, and program issues to the team, including actionable events, milestones, and deadlines.
  • Guide the team in selecting and applying suitable problem-solving methods, offering advice on work practices and assisting in identifying viable solutions.
  • Oversee the distribution and balancing of workloads among team members, ensuring timely completion of tasks according to established priorities.
  • Facilitate training for team members in team-building techniques and provide necessary administrative or technical training for task completion.
  • Monitor work progress, ensuring adherence to established priorities, methods, and quality standards.
  • Act as a coach and facilitator in coordinating team initiatives and fostering consensus among team members.
  • Develop standard operating procedures or policies relevant to the role.
  • Utilize technological tools to enhance key workstreams within OGA.
  • Identify opportunities for process improvements in grant reviews and award processing.
  • Conduct timely AmeriCorps grant closeouts.
  • Generate reports for internal use and create customized analyses based on specific queries.
  • Exercise supervisory responsibilities over subordinate staff, ensuring effective use of personnel and resources while adhering to management protocols.
  • Identify and manage project risks.
  • Set performance goals and expectations for team members.
  • Evaluate employee performance and provide constructive feedback, including developing improvement plans.
  • Perform additional duties as assigned.

Requirements

Conditions of Employment

  • Must be a United States Citizen.
  • A probationary period is required for new Federal employees and supervisors.
  • All current and new Federal employees must be fully vaccinated against COVID-19.
  • Satisfactory completion of a background investigation is mandatory.
  • Must be prepared for telework as necessary.

Qualifications

Applicants should possess one year of specialized experience comparable to the upper range of the NY-02 pay band, equivalent to the GS-11 level in the Federal Service. Specialized experience includes:

  • Reviewing grant applications.
  • Managing a grant portfolio.
  • Overseeing key elements of the grants management process.
  • Providing supervision to a team in an office setting.

Experience may include both paid and unpaid roles, including volunteer work through National Service programs and other organizations. Such experience must be clearly documented in the applicant's resume.
