Job Title: Training and Development Program Staff Manager

We are seeking a highly skilled and experienced Training and Development Program Staff Manager to join our team at the State of Louisiana. As a key member of our organization, you will be responsible for planning, developing, and administering training programs at a field office, facility, or smaller state agency.

Key Responsibilities:
  • Design and develop a system for managing contracts for externally contracted training.
  • Plan, organize, and supervise a training department at a field office or smaller state agency.
  • Direct the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the training department.
  • Review the training plans of subordinates to ensure conformity to department policies and effective use of resources.
  • Direct the preparation, submittal, explanation, and management of the budget for the training function.
  • Administer the management development program.
  • Administer a skills inventory program of employees to effectively utilize employee capabilities in staffing the agency.
  • Direct the training and evaluation of training staff.
  • Provide consultation and functional supervision of personnel within and outside the department engaged in the development of course materials and the delivery of instruction.
  • Administer stipend, tuition reimbursement, conference, workshop, and seminar attendance funds program on a facility or field office basis.
Requirements:
  • A baccalaureate degree plus four years of professional-level experience in teaching, social services, counseling, engineering, administrative services, human resources, or training.
  • Substitutions: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
