Job Title: Tax Field Specialist

Join the City of Hampton, VA team as a Tax Field Specialist and contribute to maintaining the city's financial stability. As a key member of the Treasurer's Department, you will be responsible for researching and identifying vehicles and other properties not on the City of Hampton Property Tax Rolls database for collection purposes.

Key Responsibilities:
  • Conduct investigations to determine if vehicles with out-of-state license plates should be registered in Virginia.
  • Canvas apartment and office complexes within the City of Hampton to identify vehicles registered in the city but without a valid decal.
  • Analyze tax records, DMV records, and credit history reports to determine tax liability for violators.
  • Write tickets to residents who are violators and coordinate sting operations.
  • Initiate investigations on automobiles with out-of-state plates and interpret city ordinances, policies, and procedures regarding personal property taxes.
  • Work with the City's Information Technology department to develop tools to assist in discovering personal property.
  • Investigate and collect delinquent real estate taxes through various techniques and methods.
  • Conduct collection actions such as removing license plates from delinquent taxpayers' automobiles and attaching wheel boots.
  • Enter homes and businesses to inventory and distress personal property pursuant to a distress warrant.
  • Conduct till taps at businesses that owe delinquent fiduciary taxes.
  • Locate and take action against persons who have left Hampton and are living in adjacent counties and cities but still owe taxes to the City of Hampton.
  • Research and locate delinquent taxpayers who have avoided the collection process and institute liens against them.
  • Assist taxpayers with financial disclosure processes and payment arrangements for delinquent taxes.
  • Assist with high customer volumes in the lobby during peak tax seasons to ensure efficiency and minimal wait time for customers.
  • Utilize the license plate reader to locate delinquent taxpayers and take steps to immobilize vehicles due to delinquency.
  • Process decals and assist with mailing tax bills.
Requirements:
  • Graduation from high school or GED.
  • Extensive experience in law enforcement.
  • Some knowledge of city ordinances, personal property taxes, and investigation techniques.
  • Familiarity with the DMV Database.
  • Ability to compile data and compare various types of reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain harmonious working relationships.
  • Valid driver's license and satisfactory driving record.
Additional Requirements:
  • Requires extensive contact with the general public, Hampton Police Department, and other city personnel.
  • Ability to work independently and exercise sound judgment.
  • Requires frequent travel throughout the city and must be able to provide own transportation.
