ROLE SUMMARY
The Policy Analyst operates under general oversight, delivering programmatic, legislative, and policy evaluations while supporting the Authority in crafting, executing, and reviewing organizational policies and procedures. This includes the creation and regular revision of the Administrative Plan and other essential policies.
KEY RESPONSIBILITIES
- Oversees and advises on federal, state, and local legislation, regulations, and policies affecting public housing and related programs for low-income families;
- Analyzes regulatory guidance to assess its implications for the Authority;
- Prepares official correspondence for senior leadership signatures;
- Coordinates and engages in audits, compliance assessments, research initiatives, and program evaluations;
- Assists in achieving strategic objectives and operational goals;
- Evaluates performance metrics for reporting to regulatory bodies;
- Gathers and analyzes data on agency policy initiatives, including Moving to Work (MTW) activities;
- Recommends strategies and procedural adjustments, aiding in policy and program modifications;
- Collaborates across departments and with external stakeholders to drive cross-functional projects;
- Drafts procedural documentation and workflow processes for policy implementation;
- Supports departments in enhancing performance and management strategies;
- Develops and coordinates grant proposals and annual reports with precision and compliance;
- Collects, cleans, and verifies data for various research endeavors;
- Maintains existing databases and innovates new data sources for analysis.
The Policy Analyst will fulfill these duties in alignment with the Oakland Housing Authority's mission to enhance housing options for low-income families, promote self-sufficiency, and ensure efficient use of resources.
ADDITIONAL FUNCTIONS
Performs related duties as necessary and may oversee interns or support staff.
QUALIFICATIONS
A bachelor's degree in Urban Planning, Public Policy, Public Administration, or a related field, along with three years of progressive experience in project management, policy analysis, or quantitative research.
Possession of a valid California driver's license and a satisfactory driving record.
Bilingual capabilities in ASL, Mandarin, Cantonese, Vietnamese, or Spanish are advantageous.
Equivalent combinations of education, training, and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES
KNOWLEDGE OF: Fundamental principles of public administration; statistical and budget analysis; research methodologies; strong quantitative and technical skills. Exceptional leadership, organizational, and project management abilities are essential. Familiarity with the research process and quantitative research methods is preferred.
TECHNICAL SKILLS: Proficient writing, public speaking, organizational, and time management skills. Experience in policy analysis, database management, and data collection from diverse sources; adept at automating processes for information sharing; development of analytical tools. Proficient in Microsoft Office Suite (Word, Excel, Access, PowerPoint); data visualization tools like Tableau; statistical software such as SAS, SPSS, STATA, or R; and GIS Mapping is a plus.
ABILITY TO: Interpret and train others on rules and regulations; analyze complex datasets; identify trends and provide actionable recommendations; communicate effectively with diverse populations, including low-income individuals, staff, community members, and public officials; develop and implement policies for public housing and voucher programs; manage multiple tasks and adhere to applicable laws and regulations. Demonstrate commitment to the agency's mission and strategic vision.
