Job Summary:

The Commonwealth of Virginia seeks a highly skilled Benefit Programs Specialist II to join our team. As a key member of our social services department, you will be responsible for determining and re-determining the eligibility of individuals and families for various financial assistance programs. Your work will involve evaluating social factors influencing eligibility, interviewing clients, and making referrals to other agencies as needed.

Key Responsibilities:
  • Interview clients to gather information and re-determine their continuing eligibility for financial assistance programs.
  • Explain benefit programs and determine reasons and need for assistance.
  • Process applications for financial assistance and diversion, determining eligibility and benefit levels using automated systems and manual methods.
  • Interpret policies and procedures applicable to various programs.
  • Monitor cases for changes in recipient circumstances and implement changes to reflect benefit levels within guidelines.
  • Evaluate employability status of clients and explore potential sources of income.
  • Prepare reports and maintain client records.
  • Identify possible fraud and make appropriate referrals.
  • Provide applicants or recipients with information about other agencies where they may go for services as needed.

Requirements:
  • Working knowledge of practices of public service organizations, economic and basic human behavior, financial assistance programs, and eligibility requirements for social service assistance.
  • Mathematics skills to calculate percentages, formulas, and averages to solve mathematical problems.
  • Interviewing techniques such as data collection and investigation.
  • Ability to communicate effectively with a broad spectrum of individuals, including customers, employers, courts, and medical professionals.
  • Ability to analyze information and determine missing information and gaps.
  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
  • Ability to use various types of automated technology to establish and maintain case records.

Education and Experience:
  • Same as required in Benefit Program Specialist I with experience in benefit programs, use of computer software and hardware, and completion of required Benefit Programs training.
