Duties Summary

Under direct supervision, this role involves receiving formal and structured on-the-job training in responding to requests for animal control and protection services. The officer will learn the relevant laws and regulations governing the humane treatment, control, protection, and impoundment of animals, while also performing various related tasks as required.

This position serves as a career ladder opportunity, with potential advancement to Animal Control and Protection Officer II, SR-16, with a monthly salary of $4,240. Candidates must meet the minimum qualifications for progression within the career ladder series and demonstrate satisfactory performance to be eligible for promotion.

The eligible list generated may be utilized for other permanent and temporary vacancies as they arise. Temporary appointments may lead to permanent positions.

Special Working Conditions: The Animal Control and Protection Agency operates seven days a week. Working hours may include four-day/ten-hour workdays, as well as weekend and holiday shifts as necessary. Exposure to hazardous, unsanitary, and/or unpleasant conditions may occur.

Examples of Duties
  • Engage in formal training to respond to requests for animal control and protection services, learning applicable laws and regulations.
  • Assist in investigations and prepare reports related to stray, loose, and injured animals, as well as cases of animal cruelty and attacks.
  • Conduct patrols and safely capture and transport stray, uncontrolled, injured, or abused animals to shelters for impoundment.
  • Maintain accurate and organized case files, work records, and reports, utilizing computer systems for data management.
  • Provide testimony in court when required.
  • Educate the public and staff on laws and regulations regarding animal treatment and control.
  • Take appropriate action for the removal of deceased or injured animals from various properties.
  • Participate in community outreach and educational events related to animal welfare.
  • Notify appropriate personnel of significant incidents requiring attention.
  • Regularly inspect and maintain equipment and vehicles, reporting any issues to supervisors.
  • Promote responsible pet ownership and humane treatment of animals through outreach services.
  • Safely operate a vehicle for work-related travel.
  • Perform other related duties as assigned.
Minimum Qualification Requirements

Training and Experience:
A combination of education and experience equivalent to:
  • Graduation from high school, and
  • Two (2) years of experience in handling animals, and
  • Possession of a valid State of Hawai'i driver license (Class 3) or a comparable valid driver's license at the time of application.
Note: A current CAETA Certificate of Completion and a current American Red Cross CPR/AED/First Aid Certificate are required prior to the completion of probation.

Examination: All applicants meeting the minimum qualifications will receive a score of 70 points. An evaluation of education and experience will be conducted based on the information provided in the application.

Knowledge of: Safe and effective handling and confinement of animals; standard record-keeping methods; basic computer program usage; and characteristics of various animal species and breeds.

Ability to: Learn and interpret laws and regulations related to animal control; capture and transport animals safely; remain calm in confrontational situations; develop effective relationships with community agencies; communicate effectively both orally and in writing; resolve complaints; conduct investigations; operate vehicles and equipment safely; and interact tactfully with the public.
