Job Overview

The role serves as a key technical consultant to the Accounting Supervisor, coordinating essential accounting functions for various Navy Exchange Programs, including Military Sealift Command and Navy Lodging.

Key Responsibilities:

  • Operate under the general guidance of a supervisor, who sets objectives and provides regulatory materials for operational reference.
  • Independently manage established procedures and regulatory guidelines, with work reviewed based on overall operational efficiency.
  • Oversee the maintenance and analysis of both General and Subsidiary Ledgers, including the establishment of accounting records and control over asset depreciation.
  • Manage year-end retail inventory processes, ensuring accurate recording of physical inventory adjustments, and assist in coordination with Certified Public Accountants during audits.
  • Contribute to the preparation of monthly consolidated Financial Statements for NEXCOM business lines.
  • Ensure compliance with mid-year and year-end Accounting Instructions, while aiding in the development and monitoring of accounting systems to keep pace with current practices in retail and hospitality.
  • Control General and Subsidiary Ledgers, including the issuance and review of monthly accrual journal vouchers and reconciliation of detailed accounting reports.
  • Document financial transactions related to investments and prepare reports on reserves for retirement and severance pay.
  • Assist in preparing schedules and analyses for NEXCOM programs as required by auditors, ensuring adherence to established guidelines.
  • Initiate necessary adjustments and provide guidance for section activities.
  • Review and recommend updates to accounting procedures and policies in line with current commercial practices and regulatory standards.
  • Maintain communication with division personnel for clarifying data and resolving issues.
  • Conduct advisory visits to field activities as needed.
  • Perform additional related duties as assigned.

Qualifications:

A total of 5 years of relevant experience is required, including:

  • General Experience: 3 years in bookkeeping, accounting, or auditing, supplemented by 12 post-secondary semester hours in accounting or auditing courses.
  • Substitution of Education for Experience: A four-year degree in accounting or a related field with at least 24 hours in accounting or auditing.
  • Specialized Experience: 2 years of substantive experience in financial management areas such as budgeting, accounting, or auditing, demonstrating comprehensive knowledge of accounting management.
