Key Responsibilities:

  • Project Management: Evaluate and enhance programs through Requirements Definition, Strategic Planning, and Stakeholder Analysis.
  • Develop Project Charters, Management Plans, and After Action Reports.
  • Implement Agile Scrum methodologies and risk management tools to improve project tracking, coordination, and Critical Path Analysis.
  • Facilitate workshops and briefings, applying best practices in Project Processes and Program Management for Government audiences.
  • Provide consulting services to develop project Metrics and Performance Standards aligned with the Sponsor's Strategic Intent.
  • Support staff PMs in applying project management principles, including Project Status assessment, Reporting, Progress Tracking, and Risk Analysis.
  • Oversee project portfolios and PMR processes, assisting staff PMs in creating tailored presentations for executives.
  • Directly assist PMs in executing their programs, preparing documentation, and collaborating with stakeholders to deliver integrated solutions.
  • Maintain and organize information repositories, including documentation and master schedules.
  • Prepare and update profiles and develop contingency planning documents.

Process Improvement:

  • Lead business improvement initiatives and define organizational processes to enhance critical programs.
  • Conduct process analysis and monitor/control processes for continuous improvement.
  • Enhance Project Management Review, Agile Scrum, and Project Deep Dive processes.
  • Utilize analytical methodologies to identify improvement opportunities in both new and established programs.
  • Develop and present needs assessments, briefings, and reports.
  • Employ business process tools to streamline initiatives and integrate various rules and technologies.
  • Utilize subject matter expertise to overcome strategic challenges and devise innovative solutions.
  • Facilitate meetings and workshops related to Sponsor initiatives for audiences at the executive level.

Qualifications

Required Qualifications:

  • Active TS/SCI W POLY clearance.
  • Education and Experience: Bachelor's degree with ten (10) years of related experience; Master's degree with eight (8) years; or PhD/JD with five (5) years.
  • PMI-PMP Certification.
  • Strong interpersonal and communication skills, both oral and written.
  • Proficiency in Microsoft applications (Visio, Project, Publisher, SharePoint, Outlook, Excel).
  • Thorough knowledge of best practices in Project Management, Risk Management, and Strategic Planning.

Desired Qualifications:

  • Lean Six Sigma Certification.
  • Agile Scrum Master Certification.
  • Experience in Financial Management and Planning.
  • Familiarity with various analytical applications.
  • Operational or analytical production experience.
  • Knowledge of Change Management and Business Process Reengineering.
  • Ability to quickly adapt to customer needs and communicate effectively.
