Key Responsibilities:
GLOTECH, Inc. is seeking a COMSEC Custodian/Special Device Inventory Manager (OCONUS) to support our military clientele.

Note: This role necessitates an active Secret government clearance.

Deployment: Position to be determined for an OCONUS location.

The COMSEC Custodian/Special Device Inventory Manager is responsible for the receipt, temporary storage, and transfer of U.S. Department of Defense (DoD) provided special access control devices, COMSEC equipment, Foreign Military Sales (FMS) customer host nation provided COMSEC equipment, documents, keying materials, and other related items. This role includes training FMS host nation personnel in the proper custodianship, safeguarding, and operation of DoD-provided special devices and materials, along with conducting periodic inventories and inspections.

Routine Work Duties:

  • Manage processes including the receipt and updating of the inventory database upon arrival of special access control devices and/or COMSEC equipment.
  • Safeguard and distribute special devices and COMSEC materials to designated work locations.
  • Address obsolescence issues and facilitate repairs or disposal of special devices and COMSEC equipment.
  • Provide installation support and troubleshooting for systems and special devices.
  • Compile and submit inventory reports to relevant U.S. agencies.
  • Update inventory status during COCOM meetings.
  • Submit necessary reports regarding transfer, destruction, and possession to appropriate U.S. government offices.
  • Act as a liaison between host country and controlling authorities, including various U.S. military commands and agencies.
  • Coordinate with the ODC for FMS case management regarding equipment repairs or replacements.
  • Offer expertise in special inventory and COMSEC matters for technical investigations to resolve field issues.
  • Participate in U.S. training or conferences to stay informed on controlled cryptographic items and policies.
  • Provide training and technical support to OCONUS host country personnel on the custodianship and operation of special inventory and COMSEC equipment.
  • Stay updated on new requirements or modifications through stakeholder meetings.
  • Deliver Trip Reports for travel related to special inventory and COMSEC meetings.
  • Develop and maintain a Distribution Plan for keying materials to ensure strict control during operational transitions.
  • Provide necessary equipment for maintaining special inventory and COMSEC tasks.
  • Adhere to U.S. DoD policies and security procedures.
  • Conduct security and information assurance procedures, including reporting violations and completing annual training.
  • Coordinate facility and security management with relevant authorities.
  • Maintain a directed courier card for transporting COMSEC devices.

Qualifications:

  • High School Diploma with a minimum of 5 years of relevant COMSEC support or industrial security experience.
  • Must possess and maintain at least a DoD Secret clearance, with the ability to obtain a Top Secret/Sensitive Compartmented Information clearance if necessary.
  • Familiarity with the National Industrial Security Program Operating Manual (NISPOM) and other DoD security guidelines.
  • Ability to implement and manage industrial security processes and best practices.
  • Skills to interpret and administer security doctrine and provide guidance to personnel.
  • Aptitude for developing effective security awareness and training programs.
  • Experience in tracking and conducting COMSEC material inventories.
  • Capability to maintain lock and key records and conduct physical security assessments.
  • Ability to investigate and report unusual occurrences and coordinate with security management.
  • Skills to issue employee identification cards and maintain access records.
  • Basic knowledge of processing personnel for security clearances.
  • Ability to conduct security briefings and debriefings.
  • Experience supporting security assessments by Defense Security Service (DSS) or other customers.
  • Strong communication skills for maintaining positive relationships with customers.
  • Ability to compile data and provide necessary performance metrics.
  • Understanding of personally identifiable information (PII) and safeguarding methods.

Desired Qualifications:

  • Familiarity with Navy Radio systems.
  • Knowledge of integrating Crypto systems into existing communication frameworks.
  • Experience with Intermediary Application (iApp).
  • Background in building cables for audio systems.
  • Navy C school electronics training or equivalent.
  • Experience with system checkouts on Navy vessels and shore stations.
  • Certification as a CRO for type 1 Crypto.
  • Level 1 Board level Maintenance experience.
  • Self-starter with minimal supervision required.
