About the Role:

  • The Senior Programmer operates within an agency's IT division, executing application systems analysis and programming tasks under general supervision.
  • Key Responsibilities:
  • The core duties of this position include:
  • Collaborating with departmental leadership to assist in strategizing, organizing, and managing the activities of designated areas;
  • Engaging with the user community to conduct research, fact-finding, and analysis to define system requirements, objectives, and priorities while monitoring the progress of intricate information systems;
  • Developing or adjusting procedures to address complex challenges, taking into account computer capacity, operating time, and desired outcomes to optimize computer utilization;
  • Creating comprehensive project feasibility studies, outlining system scope, project costs, time estimates, and resource requirements for both new and existing application software systems;
  • Guiding, training, and coordinating the efforts of less experienced application developers and systems analysts while assisting in the development of complex programs;
  • Possibly acting as Team or Project lead responsible for the successful completion of project phases;
  • Providing thorough documentation for new or modified information systems and application software programs, including operational procedures and manuals;
  • Drafting detailed specifications for application software development;
  • Preparing and executing system test plans;
  • Designing, coding, and debugging new application software programs or enhancing existing software applications;
  • Testing and troubleshooting both new and existing application software;
  • Executing tasks in accordance with established techniques, standards, policies, and procedures;
  • Utilizing case tools and/or application development software tools as necessary;
  • Monitoring application software systems to ensure optimal performance and execution;

Qualifications for Success:

  • To be considered for this position, candidates must meet the following qualifications:
  • In-depth knowledge of information systems design principles and modern design techniques;
  • Comprehensive understanding of policies, standards, procedures, and techniques relevant to application development;
  • Extensive familiarity with application development software tools and programming languages;
  • Thorough knowledge of information technology equipment, operations, and capabilities;
  • Awareness of the latest advancements in information technology equipment and operations;
  • Proficient in both system and business applications, capable of working at the highest technical level across all phases of application systems analysis and programming;
  • Strong problem-solving and analytical skills;
  • Ability to comprehend and interpret complex technical manuals;
  • Capability to manage multiple application development projects and priorities effectively;
  • Excellent verbal and written communication skills.
