Job Title: Program Manager

Join our team as a Program Manager at the Employment Opportunity & Training Center of NE PA. As a key member of our staff, you will be responsible for designing, implementing, and managing programs aimed at supporting individuals transitioning from incarceration to community reintegration.

Responsibilities:
  • Design and implement reentry programs that address the needs of individuals leaving incarceration, including life skills, job readiness, education, community resources, drug & alcohol, and mental health support.
  • Develop and maintain program policies and procedures to ensure effective and efficient program delivery.
  • Monitor program performance and make data-driven adjustments to improve outcomes.
  • Facilitate communications between Outreach prison instructors and prison administration and staff, the County Prison Board, and other constituencies as needed.
  • Collaborate with correctional facilities, community organizations, social services, and other stakeholders to create a network of support for program participants.
  • Supervise direct service staff involved in prisoner assessment/service planning and educational programming at the prison and reentry programs.
  • Ensure compliance with federal, state, and local regulations related to reentry programs and services.
  • Collect and analyze data to track program outcomes and prepare regular reports for stakeholders and funding agencies.
  • Manage program budgets, ensuring financial resources are utilized effectively and within budgetary constraints.
  • Advocate for policy changes and improvements in reentry services at the local, state, and national levels.
  • Conduct outreach activities to raise awareness about reentry challenges and promote program services.
Requirements:
  • Master's degree, or Bachelor's Degree and 5 - 7 years related experience and/or training; or equivalent combination of education and experience.
  • Minimum of 3+ years' experience working in a correctional facility.
  • Experience in design, implementation, and evaluation of education and counseling programs for at-risk populations.
  • Strong background in evidenced-based methods, statistical analysis required.
  • Skilled in management of personnel and projects where coordination between internal professional staff and outside collaborators is critical.
