Position Overview:
The Clinical Research Financial Analyst plays a crucial role in evaluating clinical trial documentation to ascertain if the study qualifies under the guidelines set forth by the Center for Medicare and Medicaid Services (CMS). This position involves the creation and negotiation of research budgets, as well as the development of a comprehensive coverage analysis and billing strategy in accordance with payer regulations, culminating in the formulation of an internal cost-based budget.
Key Responsibilities:
- Assess clinical trial documentation to verify if the study meets the criteria for a qualifying clinical trial as per the CMS National Coverage Determination (NCD) 310.1, also referred to as the Medicare Clinical Trial Policy.
- Analyze clinical trial documents to identify study type and catalog all protocol-required items and services.
- Conduct and document a coverage analysis and internal budget for all clinical research initiatives, regardless of funding source (e.g., industry, government, or other identified funding sources).
Identify the appropriate payer source for clinical trial items and services, integrating relevant Medicare coverage regulations to ensure all charges related to research activities are billed to the correct entities.
Utilizing the coverage analysis, construct a thorough internal cost-based budget for all items and services that cannot be billed to insurance, thereby ensuring that costs associated with research activities are fully recouped.
Collaborate as necessary with relevant ancillary departments regarding pricing.Timely communicate identified funding gaps to the Institutional Research Director.
Revise budget and coverage analysis in response to any protocol or contract/budget amendments.
- Provide coverage analysis to the clinical research financial analyst to guarantee proper payments from sponsors, patients, and/or third parties.
- Offer guidance to the clinical research regulatory coordinator concerning financial language in informed consent forms (ICF).
- Assist in the institutional development and execution of research billing-related policies, procedures, and standard operating procedures (SOP), along with subsequent training standards.
- Stay informed on applicable Medicare and Medicaid reimbursement guidelines and payer requirements, and keep the institutional organization updated as necessary.
- Maintain current knowledge of research coding regulations as they pertain to the Medicare Clinical Trial Policy and provide training for the clinical research team as needed.
- Act as a subject matter expert for the clinical research team regarding Medicare and Medicaid policies and coverage.
- Engage in ongoing education to remain updated on new rules, regulations, and revisions issued by the Center for Medicare and Medicaid Services (CMS) and other relevant entities regarding billing compliance.
- Foster professional growth through participation in continuing education programs.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelor’s degree or higher in clinical health sciences preferred, such as Doctor of Pharmacy (Pharm.D) or a nursing degree from an accredited four-year nursing institution.
- Three years of recent work experience (or equivalent education) in clinical research or related fields, ideally in billing, coverage determinations, and budgeting, along with a solid understanding of research billing regulations.
- One year of experience in basic accounting or finance functions preferred.
- Certification in SOCRA or ACRP (Certification should be achieved within 3 years in role)
