POSITION SUMMARY

Oversee and coordinate the daily operations of personnel involved in the installation, upkeep, repair, enhancement, and relocation of water production, distribution, and wastewater collection systems. Ensure the functionality of systems and equipment by executing preventive maintenance schedules aimed at restoring, repairing, rebuilding, or replacing defective or non-operational components and parts.

ESSENTIAL FUNCTIONS
  • Supervise and evaluate assigned personnel
    • Prioritize and assign tasks, establish work rules and performance standards, and maintain a safe working environment.
    • Conduct performance evaluations and implement disciplinary actions as necessary.
    • Facilitate training and motivate staff to maximize individual capabilities and adapt to evolving system demands.
  • Conduct regular inspections of job sites and workmanship to ensure quality and performance standards are met
    • Enforce all safety regulations related to the construction, maintenance, and repair of the city's water and wastewater systems.
    • Manage work order requests, prioritize projects, and schedule work crews effectively.
    • Ensure compliance with all city and department rules, regulations, and policies.
    • Document any damages in accordance with state law and standard operating procedures.
    • Respond to emergency situations to address immediate safety concerns.
    • Maintain the annual fire hydrant flushing and inspection program, scheduling repairs and keeping records that comply with established standards.
  • Assist the Utilities Director in planning, coordinating, and supervising the Utilities Department and its related services, tasks, equipment, and projects
    • Help organize and document safety meetings.
    • Assist in preparing and updating Standard Operating Procedures.
    • Oversee the maintenance and replacement of tools and equipment to ensure safe operating conditions.
    • Maintain a secure and adequate inventory of parts and supplies.
    • Perform required On-Call supervisor duties.
  • Review plans and specifications to ensure proper utility line installations
    • Record field measurements of water and sanitary sewer main lines, taps, valves, hydrants, manholes, and cleanouts, and coordinate database mapping.
    • Assist in overseeing department budgets to optimize expenditures and ensure proper fund utilization.
    • Estimate materials and equipment required for work projects to ensure timely completion.
    • Prepare documentation such as requisitions and purchase orders to provide written support.
  • Demonstrate excellent organizational skills and the ability to manage multiple projects independently; delegate work appropriately to team support specialists and collaborate effectively within a team environment.
    • Ensure all projects are delivered on time, within scope, and within budget.
    • Measure project performance using appropriate systems, tools, and techniques.
    • Perform risk management to minimize project risks.
    • Establish work rules and performance standards, conduct annual performance evaluations, and implement disciplinary actions as warranted.
    • Maintain a safe working environment by establishing and enforcing organizational standards.
    • Assign and monitor work, implement productivity standards, and resolve operational issues.
  • Address customer requests or complaints
    • Investigate issues and recommend and implement resolutions and improvements.
  • Must be available to work the allocated hours of the position and be prepared to report for duty on short notice at any hour.
  • Perform other duties as assigned.
REQUIRED QUALIFICATIONS
  • Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test.
  • Five (5) years of full-time experience in utility operations, repair, and maintenance.
  • Two (2) years of full-time experience in a supervisory capacity.
  • Experience or training in using Microsoft Office software.
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
  • Class C Texas Driver License
    • Reliable transportation and liability insurance required.
  • Class B Water Distribution License from the Texas Commission on Environmental Quality (TCEQ).
  • Wastewater Collection Class III License from the Texas Commission on Environmental Quality (TCEQ); or the ability to obtain the certifications within two (2) years of employment.
  • Appointment will be conditional upon successful completion of pre-employment checks:
    • Criminal background check.
    • Controlled substance screening.

SUMMARY OF EMPLOYEE BENEFITS

PART I: INSURANCE

The City of Rosenberg provides health and life insurance to all full-time employees, with eligibility beginning on the first day of the month following the date of employment.

The City has implemented a premium incentive deduction for employees enrolled in the City's health insurance program who have not used tobacco products in any form in the past three months and continue to abstain from tobacco use.

(5) LIFE AND AD&D INSURANCE:
The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death.

(6) LONG TERM DISABILITY:
The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp, and other income offsets.

(7) WORKERS' COMPENSATION:
All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire.

The City of Rosenberg offers a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and can utilize payroll deduction.

PART II: SAVINGS PLANS

(9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS):
Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of gross wages. The City contributes to each employee's account at a 2:1 ratio. Vesting is 5 years of service. Retirement is available after 20 years of service at any age or 5 years of service at the age of 60.

(10) DEFERRED COMPENSATION 457(K) PLAN:
Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year.

(11) SECTION 125/FLEXIBLE BENEFITS PLAN:
Allows you to contribute pre-tax salary into an account to cover certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent as defined by Section 152(a) of the Internal Revenue Code. Dependent childcare is also available.

PART III: HOLIDAYS/LEAVE

(12) HOLIDAYS:
New Year's Day, Martin Luther King Jr Day, Memorial Day, Good Friday, Independence Day, Labor Day, Fort Bend County Fair Day, Veterans Day, Thanksgiving Day, Friday following Thanksgiving Day, Christmas Eve, Christmas Day, and two Personal Holidays.

Accrued vacation may be taken following the six-month probation period.

(14) SICK LEAVE:
Sick leave is earned at the rate of one day per month. Firefighters will accrue 1⁄2 shift per month. For the purpose of computing sick time credit during the first year of employment, credit is given for the first month provided the employment date is the 15th of the month or earlier.

(15) LONGEVITY PAY:
Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.
