GENERAL PURPOSE
The role involves receiving, processing, documenting, and overseeing all incoming detainees for the law enforcement agency or associated entities. Conducts necessary inspections for the holding facility and aids in the arraignment process with the Municipal Judge. Responsible for managing non-emergency communications in the dispatch center when the holding facility is unoccupied. This position necessitates shift work to ensure 24-hour operational coverage.
SUPERVISION RECEIVED:
Operates under the direct oversight of the Civilian Police Administrator.
SUPERVISION EXERCISED:
Oversees individuals held within the facility.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Maintains order and discipline within the facility.
- Processes all incoming detainees, including conducting searches, inventorying property, capturing photographs and fingerprints, and completing necessary reports and documentation.
- Responsible for the needs of detainees, including feeding them on a 24-hour basis according to shift assignments. Additional responsibilities include the maintenance and proper care of detainee property and records.
- Provides daily notifications to the judge regarding detainees in custody.
- Conducts personal visual inspections of all detainees every 30 minutes, or more frequently as required.
- Performs daily, weekly, and monthly inspections of the facility for safety, supplies, security, and sanitation.
- Conducts searches of detainees and cells as necessary.
- Processes detainees for release based on proper authorization.
- Maintains logs for bail, detainees processed, and released. Ensures that appropriate documentation accompanies detainees being transferred to other facilities.
- Ensures that detainees receive necessary medical attention.
- Obtains prior criminal history information on incoming detainees.
- Checks for any outstanding warrants on detainees accepted into the facility per departmental protocols.
- Acts as the after-hours receptionist for the police department's front lobby, assisting with message taking, answering inquiries, escorting visitors, and receiving bond payments.
- Provides general dispatch support, including answering phones, taking messages, sending/receiving faxes, and entering calls into the CAD system.
- Assists in training new intake personnel.
PERIPHERAL DUTIES:
- Performs additional duties, tasks, and assignments related to the position as directed.
- Ensures that jail equipment is maintained and in good working order, and that the facility is clean and free of contraband.
DESIRED MINIMUM QUALIFICATIONS:
- Education and experience: Graduation from high school or GED equivalent. Must be at least eighteen (18) years of age and possess a valid Texas driver's license by the time of appointment.
- Necessary knowledge, skills, and abilities: Proficient knowledge of computers and telecommunication devices. Must possess the ability to react swiftly and calmly in emergency situations. Must be capable of multitasking by operating telephones and computer equipment simultaneously. Must successfully complete training in cultural diversity, technology, self-defense, tactical handcuffing, and a state jail certification program. Must be able to communicate effectively both verbally and in writing and maintain positive relationships with the public and colleagues.
SPECIAL REQUIREMENTS:
All candidates must complete a Physical Ability Test which includes:
* 1.5 Mile Run in 17 Minutes
* 29 Sit-ups in 1 Minute
* 22 Push-ups in 1 Minute (Modified form acceptable for females)
* 300 Meter Run in 71 Seconds
TOOLS AND EQUIPMENT:
Personal computer, telephones, radios, microwave oven, defensive weapons, fire suppression equipment, and prisoner restraint devices.
PHYSICAL DEMANDS:
Must be in good physical condition. The role requires mobility within an office environment; walking; twisting; stooping; squatting; sorting; sitting; seeing; pushing; pulling; lifting and carrying up to 40 pounds; reaching above shoulder level; using both hands for simple and firm grasping and prisoner control; clarity of hearing; communicating clearly and effectively in person and by phone or radio; fine finger manipulation; operation of personal computer, calculator, and telephone.
WORK ENVIRONMENT:
The employee operates in a controlled holding facility environment.
