Job Overview

Position Summary:

ISI Professional Services is seeking a qualified Construction Engineer (CE) to supervise, manage, and evaluate the work of various construction contractors engaged in on-site construction activities. The CE will be responsible for conducting site visits across multiple projects as directed by the Contracting Officer through the Construction Management Firm, ensuring projects are on track, meet quality standards, and comply with contract specifications and relevant codes.

Key Responsibilities:

  1. The CE will organize and facilitate a range of meetings, as requested by the Contracting Officer, at different project locations. The CE will lead all meetings between the Government and construction contractors, including weekly progress meetings, and will document these meetings with written minutes.
  2. The CE is responsible for completing daily diary reports for each assigned project.
  3. Prepare Request for Price Proposals (RPPs) that outline the work to be performed, referencing relevant specifications and including necessary sketches. Assist in preparing detailed Cost Estimates that break down labor, materials, and equipment expenses, and support contract modification documentation.
  4. Conduct quantity surveys, review contractor's monthly progress payments, and provide draft pay estimates along with completed Construction Payment Request Approval forms to the Government project team.
  5. Receive, log, and assess submittals for completeness and accuracy, review shop drawing submissions, and track submittals through to completion, updating the Submittal Tracking logs as required.
  6. Evaluate Contractor Quality Control (QC) daily reports for accuracy and completeness, documenting construction progress and issues through photographs.
  7. Ensure contractor's project record drawings are updated to reflect all changes, RFIs, modifications, and completed work prior to each monthly progress payment.
  8. Issue inspection deficiency lists to contractors, conduct inspections, and draft related deficiency letters for review and approval by the Contracting Officer's Representative.
  9. Verify that all required Operations & Maintenance manuals, warranties, guarantees, and closeout documents are complete and compliant with contract specifications.
  10. Perform site visits to off-site locations as requested by the Contracting Officer.

Minimum Qualifications:

  • A bachelor's degree in engineering, construction, or a related field from an ABET-accredited institution, with a minimum of 8 years of relevant construction and engineering experience, and must be a registered professional engineer;

OR

  • A master's degree in engineering, construction, or a related field from an ABET-accredited institution, with at least 6 years of relevant construction and engineering experience;

OR

  • A Doctorate degree in engineering, construction, or a related field from an ABET-accredited institution, with a minimum of 4 years of relevant construction and engineering experience.
  • Knowledge and Skills: Ability to review design and construction plans against existing site conditions; resolve unforeseen site and design issues and propose cost-effective technical solutions; determine compliance of work, materials, equipment, and installations with contract requirements and industry standards; familiarity with governmental contracting procedures, principles, guidelines, and public law.
  • Must possess an active Top Secret clearance.

Preferred Qualifications:

  • Professional Engineer (PE) License (any state), Certified Construction Manager (CCM), Project Management Professional (PMP), LEED Accredited Professional (LEED AP), or American Institute of Architects (AIA) certification.
