Job Summary

The Department of Finance and Administration (DFA) is seeking a highly skilled Statewide Program Manager to lead and direct one or more work unit programs and staff. This position is responsible for providing technical assistance to state agencies and institutions of higher education regarding the area of expertise.

Key Responsibilities
  • Directs the activities of a medium to large-sized professional, technical, and administrative support staff through lower-level supervisors or lead staff.
  • Plans the regular business processes for the unit(s) and oversees the recommendations of subordinates related to policy, procedure, action, and guidance in the area of expertise.
  • Coordinates routine and non-routine process requests and actions with other DFA offices and sections.
  • Reviews, develops, and recommends legislation, policies, and procedures for statewide implementation.
  • Ensures state agencies' and institutions' compliance through review of organizational structures or activities.
  • Coordinates or conducts special projects as directed by the Assistant Administrator, Chief Fiscal Officer, Governor's Office, or legislative committees.
  • Responds to executive and legislative information requests and represents the office at meetings as required or requested.
Requirements
  • Formal education equivalent of a bachelor's degree in accounting, finance, economics, business administration, public administration, or a program-related field.
  • Seven years of progressively more responsible experience in accounting, budget administration, fiscal analysis, or a program-related area, including three years in a supervisory or managerial capacity.
  • Must meet the State Board of Public Accountancy education eligibility requirements to be licensed as a Certified Public Accountant in accordance with State Board of Public Accountancy Rule 3.11.
  • Must possess a valid Arkansas driver's license if in-state travel is required.
Work Environment

This position may require occasional in-state and out-of-state travel.
