As a key leader in the Employee/Management Advisory Services (EMAS), you will act as the primary consultant for management and staff. Your role will involve the strategic planning, development, implementation, and coordination of labor and employee relations initiatives across all serviced commands, addressing both immediate and long-term organizational needs.
Key Responsibilities- Design and implement programs aimed at enhancing labor-management relations, boosting employee morale, and increasing productivity, ensuring these initiatives are integrated into the overall management strategy of the serviced commands.
- Collaborate with various commands and other Human Resources Operations Management (HROM) functional areas to provide a comprehensive approach to resolving employee and labor relations challenges.
- Establish and standardize EMAS business processes, procedures, and guidelines to effectively support HROM-serviced customers.
To qualify for this position, candidates must:
- Be a U.S. Citizen.
- Meet the suitability criteria for federal employment.
- Participate in the direct deposit pay program.
- New employees will be required to successfully complete the employment verification process.
Current federal employees applying for GS positions must have served at least one year at the next lower grade level. This requirement, known as time-in-grade, must be fulfilled by the closing date of this announcement.
Retired military members seeking civilian positions within 180 days of retirement must adhere to specific provisions. Additionally, males born after a certain date must be registered for Selective Service.
QualificationsYour resume should demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience in the private or public sector. This experience should include:
- Managing and developing labor and employee relations programs.
- Serving as a functional expert and technical authority on workforce needs, including disciplinary actions, grievances, performance management, and employee counseling.

Additional InformationThis position is eligible for part-time, substantial, or ad-hoc telework at management's discretion. A tentative offer of employment may be rescinded if the selected candidate fails to meet pre-employment requirements.
