Key Responsibilities:
Conducts a broad spectrum of professional research, administrative, and analytical tasks to support various functions, operations, departments, and divisions. Responsibilities include managing special projects, conducting research studies, performing budget analysis, and executing specialized functions.
Oversees and coordinates designated functions or projects; engages in the formulation and execution of objectives and priorities for assigned programs; proposes and enacts relevant policies and procedures; develops and updates policy manuals and procedural guidelines.
Assists in troubleshooting operational and administrative challenges; identifies problems and performs research to discover alternative solutions; facilitates the implementation of recommendations.
Coordinates, executes, and monitors special projects within the designated area; conducts in-depth research and analysis of new programs, services, policies, and procedures; prepares and delivers comprehensive reports.
Plans, organizes, and assesses activities related to assigned contracts; participates in the evaluation of proposed contractual obligations; aids in contract negotiations and administration; ensures compliance with relevant contractual agreements.
Evaluates federal, state, and local legislative proposals for their implications on assigned operations.
Provides assistance to higher-level management; participates in and supports various committees, boards, and commissions; prepares and presents staff reports and other necessary correspondence.
Facilitates coordination of interdepartmental and departmental activities with other city departments and external agencies.
Engages in professional group meetings; remains informed about new developments within the assigned area; maintains knowledge of federal, state, and local regulations.
Addresses and resolves complex and sensitive citizen inquiries and complaints.
Performs related duties as necessary.
Minimum Qualifications:
Bachelor's Degree is required; a Master's degree is preferred; three (3) to five (5) years of progressively responsible experience in local government and project management or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:Understanding of municipal government operations.
Principles and practices of program development.
Techniques for data collection, research, and report generation.
Statistical and financial analysis methods.
Budget preparation and administration principles.
Office procedures and technology, including computers and relevant software.
Grant development and administration principles.

Execute a full range of analytical and administrative duties supporting assigned programs and functions with independent judgment and initiative.
Research and analyze issues and prepare recommendations on various topics.
Comprehend the organization and operations of the assigned department and relevant external agencies.
Interpret and apply applicable federal, state, and local laws, codes, and regulations, along with city policies and procedures.
Participate in organizational studies and analyses.
Research, analyze, and evaluate programs, policies, and procedures.
Collect, assess, and interpret complex data and information.
Maintain thorough and accurate records of programs and operations.
Independently draft correspondence and memoranda.
Utilize office equipment, including computers and supporting applications.
Adapt to evolving technologies and learn new systems and equipment functionalities.
Organize and prioritize tasks effectively.
Demonstrate cultural awareness and appreciation for community diversity.
Communicate clearly and effectively, both verbally and in writing.
Establish and sustain effective working relationships with colleagues and stakeholders.
Supervisory Controls:
Work is conducted under the direct supervision of the Senior Management Analyst.
Guidelines:
Guidelines include city and departmental policies and procedures, as well as applicable ordinances.
Complexity:
The role encompasses a variety of highly administrative and technical responsibilities.
Scope and Effect:
The objective of this position is to assist in the effective and efficient management of city operations.
Physical Demands:
The work is typically performed in an office setting, requiring the employee to sit at a desk with a moderate noise level.

The work environment is both formal and informal, team-oriented, characterized by variable tasks, pace, and pressure.
Supervisory and Management Responsibility:
This position does not have supervisory or management responsibilities.
