Key Responsibilities

This role is situated within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Human Resources Division, focusing on Employee and Labor Relations.

Main Responsibilities Include:
  1. Providing expert consultation and guidance to management on a variety of employee performance and conduct matters.
  2. Conducting and supervising administrative investigations and assisting management in addressing workplace harassment allegations.
  3. Acting as management's representative in daily interactions with labor organizations for the assigned divisions.
  4. Offering policy guidance and interpretation to staff across all organizational elements interacting with labor organizations serviced by the Human Resources Division.
  5. Delivering advisory services to all levels within the assigned divisions on specific and bureau-wide issues affecting employee and labor relations programs.
Compensation Information:

New federal government hires typically start at the entry-level salary within the specified range.

Salary Ranges:
  • Washington, DC & Sterling, VA: $117,962 - $153,354
  • Houston, TX: $119,254 - $155,034
  • Jefferson, LA: $103,409 - $134,435
  • Camarillo, CA: $120,246 - $156,323
  • Anchorage, AK: $116,811 - $151,858
Travel, transportation, and relocation expenses will not be covered. Any associated costs for reporting to this position will be the responsibility of the selected candidate.

This position is eligible for telework in accordance with agency policy, but it is not a remote position.

This vacancy may be utilized to fill additional positions as they become available.

Employment Conditions

  1. U.S. Citizenship is required.

Qualifications

To qualify for the GS-13 level, candidates must have at least one year of specialized experience equivalent to the GS-12 level in federal service or comparable experience outside federal service. Specialized experience includes:

1. Serving as a consultant and advisor on employee and labor management relations, including discipline, adverse actions, grievances, and labor management partnerships; AND

2. Advising management in negotiations with labor unions regarding changes in working conditions; AND

3. Developing and delivering briefings and correspondence to management to effectively advocate for employee and labor relations recommendations.
