THE POSITION

Under general supervision, the incumbent will manage daily accounting and bookkeeping functions within the Finance department. In a leadership capacity, the role involves executing a variety of complex technical accounting tasks and maintaining statistical records related to the preparation, processing, and upkeep of municipal financial data, reports, and funds.

KEY RESPONSIBILITIES

1. Oversee routine accounting tasks, ensuring the verification, categorization, posting, and reconciliation of revenues and expenditures to the appropriate accounts.

2. Compile, analyze, and prepare financial reports, schedules, and summaries for various municipal funds.

3. Conduct preliminary reviews and approve financial documentation, ensuring compliance with established policies and accuracy in account numbers and vendor information.

4. Manage the printing of financial registers and prepare necessary resolutions and reports for council review.

5. Assist in budget development and administration, including auditing contracts and maintaining financial documents for capital projects.

6. Maintain computerized records and spreadsheets, participating in year-end processes and reconciliations.

7. Process payroll records, ensuring accuracy in time card entries, tax calculations, and compliance with governmental regulations.

8. Provide operational supervision and training to junior accounting staff, coordinating workload and project assignments.

9. Monitor operations to identify potential improvements in service delivery and assist departments with financial inquiries.

10. Prepare various reports and schedules, utilizing a range of computer databases and spreadsheet applications.

QUALIFICATIONS

Education:
Graduation from high school or G.E.D., with additional coursework in accounting, finance, or related fields preferred.

Experience:
A minimum of five years of progressively responsible experience in finance, accounting, or administration.

KNOWLEDGE AND ABILITIES

1. Strong understanding of record-keeping principles, payroll processing, and routine accounting procedures.

2. Familiarity with financial analysis techniques and preparation of financial statements.

3. Proficient in the use of financial software and data processing systems.

4. Ability to interpret and apply municipal policies and regulations effectively.

5. Excellent communication skills, both written and verbal, with the ability to represent the department professionally.
