Job Overview

Position Summary:

Starts Align LLC is seeking a Lead Estimator to play a pivotal role in our new civil division. This position is crucial for bidding and securing projects in the Mid-Atlantic region, particularly focusing on heavy civil construction. As the inaugural hire for this division, the Lead Estimator will significantly influence its success.

Key Responsibilities:

  • Oversee bid item and activity setup, ensuring accurate data entry and pricing.
  • Analyze historical data and integrate manpower, equipment, materials, and subcontractor proposals into comprehensive estimates.
  • Develop complete conceptual budgets and provide final estimating input for all projects.
  • Support team members in preparing discipline estimates for assigned bids.
  • Review specifications and drawings, attending pre-bid meetings to ascertain the scope of work.
  • Conduct scope meetings with clients and construction managers, presenting value engineering and CPM schedules.
  • Lead formal presentations and negotiations with clients and construction managers.
  • Maintain heavy bid documentation, ensuring accuracy in labor, crew, and activity codes.
  • Facilitate bid-to-project data transfer for awarded contracts.
  • Ensure all working documents support estimate figures and provide necessary follow-up information to clients.
  • Track awarded contracts, including estimating extra work items and change orders.
  • Assist the contracting team in evaluating submitted bids.
  • Mentor and train Junior Estimators.

Qualifications:

  • Minimum of 10 years of experience, with at least 5 years in estimating or cost control within heavy civil construction.
  • Proficient in estimating various project types, including unit price and design-build contracts.
  • Experienced in preparing complex proposals with profit/loss accountability.
  • Familiarity with bidding and securing VDOT contracts is preferred.
  • Bachelor's degree in civil or mechanical engineering or equivalent technical training and experience.

Preferred Skills:

  • Knowledge of USACE, NAVFAC, and local government regulations.
  • Experience in water and wastewater estimation.

Technical Proficiencies:

  • Proficient in Microsoft Office Suite.
  • Experience with HCSS software, including Heavy Bid and Heavy Job.
  • Familiarity with scheduling software such as Primavera and MS Project.
  • Knowledge of Viewpoint modules for project management.
  • Strong technical writing and proposal development skills.
  • Familiarity with Salesforce and OSHA training.
