DESC (Downtown Emergency Service Center) is a nonprofit organization dedicated to assisting individuals facing the multifaceted challenges of homelessness, substance use disorders, and severe mental health issues. Our mission is to empower individuals to achieve optimal health and well-being through a comprehensive range of services, treatment, and housing solutions. We envision a community where no individual is neglected, overlooked, or experiencing homelessness.

As the foremost provider of services for multiply disabled adults who have endured chronic homelessness, DESC serves nearly 2,000 individuals daily. Our integrated service model is tailored to help individuals secure and sustain safe, appropriate, and affordable housing. DESC is recognized both nationally and regionally as a pioneer in developing innovative solutions to homelessness.

POSITION SUMMARY:

The Senior Medical Director plays a crucial role within the senior leadership team at DESC, overseeing the psychiatric and medical services delivered by DESC medical staff. This role also involves collaboration with partner organizations to enhance healthcare services for DESC clients. The Senior Medical Director is a board-certified psychiatrist who provides direct clinical care to clients. Management responsibilities encompass oversight of a team of over 40 personnel, including nurses, nurse practitioners, and physicians. This position directly supervises the Director of Nursing and other Medical Directors, while indirectly overseeing all DESC medical staff. Administrative duties include planning, hiring, quality assurance/improvement, external representation of the organization, and participation in overall leadership and management activities. Additional responsibilities include engaging in healthcare and public health policy work and supporting DESC's evaluation and research initiatives.

KEY RESPONSIBILITIES:

Administration, Planning, and Supervision
  • Collaborate with the Executive Director, Clinical Programs Director, and other senior directors to plan, implement, operate, and evaluate behavioral health medical services at DESC.
  • Develop a strategic vision for the future of medical services at DESC, ensuring the availability of comprehensive medical services that meet client needs.
  • Work closely with relevant directors and managers on budgeting, finance, and compliance activities.
  • Oversee the recruitment, selection, orientation, deployment, supervision, professional development, and evaluation of all medical staff.
  • Ensure compliance with agency, funder, State, and Federal regulations regarding medical services.
  • Participate in management team planning and coordination activities, providing insights on issues within areas of responsibility.
  • Represent DESC on community and health system committees, work groups, and task forces.
Clinical Responsibilities
  • Practice as a licensed physician by diagnosing and treating complex medical conditions.
  • Conduct annual diagnostic reviews in collaboration with clinicians from various disciplines to ensure accurate diagnoses.
  • Coordinate client care with an interdisciplinary team, ensuring high-quality clinical services.
  • Evaluate clients in crisis and recommend appropriate treatment plans.
Other Duties
  • Serve as a medical liaison to community healthcare providers.
  • Provide education and consultation to clinical teams and agency staff.
  • Participate in advocacy activities to support DESC's mission.
