As part of our mission, we require all personnel to be fully vaccinated against COVID-19 prior to commencing employment. Vaccination services will be provided at no cost through our Health Centers.
Role Summary:
The Philadelphia Department of Public Health (PDPH), specifically within the Division of Disease Control (DDC), oversees the operation and management of PhilaVax, the Immunization Information System (IIS) for Philadelphia. The core objective of PhilaVax is to gather and preserve immunization records across the city. The data collected is essential for healthcare providers and partner programs within PDPH, aiding in public health preparedness and community education on health safety.
The IIS Program Manager will be tasked with the oversight of the IIS and associated systems, reporting directly to the Immunization Program Manager and PDPH leadership. This role involves supervising staff, engaging with various managerial levels, and representing the agency in meetings and committees. The incumbent will frequently liaise with healthcare providers, technical contacts, grantors, and other public health organizations. Responsibilities encompass a broad spectrum of decision-making, including personnel management, resource allocation, budget modifications, data security, and system implementation.
Key Responsibilities:
- Lead the technical, policy, and strategic management of the IIS team and related immunization initiatives.
- Oversee large databases and manage a diverse team of technical and non-technical staff.
- Ensure effective communication regarding immunization reporting and technology utilization.
- Supervise IIS personnel, manage workloads, and evaluate performance.
- Collaborate with the IIS Systems Manager on system development and management.
- Assess training needs and facilitate appropriate training for staff.
- Draft and review employee position descriptions and manage recruitment processes.
- Evaluate employee performance and implement reward or disciplinary measures as necessary.
- Develop scopes of work and manage budgets effectively.
Data Management and Integrity:
- Direct the development and maintenance of informatics applications, leading efforts for PhilaVax and related systems.
- Coordinate with stakeholders to enhance the utility of informatics systems.
- Provide leadership in data stewardship and modernization initiatives.
- Ensure compliance with data standards and oversee documentation and training materials.
- Plan and establish methods for data collection and information management.
Systems Oversight:
- Contribute to policy-making activities related to informatics and health reform.
- Evaluate data collection and management processes to improve health outcomes.
- Manage system design and vendor coordination to meet program needs.
- Research and recommend technological enhancements to support agency goals.
- Ensure adherence to HIPAA and privacy regulations.
Qualifications:
- Master's degree in Public Health, Health Informatics, Epidemiology, or a related field; advanced degrees are preferred.
- Minimum of 6 years in public health or health informatics, with at least 4 years in database management.
- Strong communication skills and proficiency in Microsoft Office Suite.
- Ability to work independently and collaboratively within a team.
- Familiarity with EHR systems and legal frameworks related to public health.
Compensation:
The salary range for this position is $85,000 - $95,000, commensurate with education and experience.
