Job Summary

We are seeking a highly skilled Workforce Development Specialist to join our team at the Employment and Training Administration. The successful candidate will be responsible for ensuring grantees deliver agreed-upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Key Responsibilities
  • Conduct on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to evaluate their progress towards meeting the goals specified in the grant agreement.
  • Assess the quality of the program and services, ensuring that grant activities are being conducted in compliance with the grant management and applicable Federal regulations.
  • Manage a grant portfolio within the assigned program area(s) of moderate to high complexity, scope, and impact, and conduct the day-to-day grant management for the grants within the assigned grant portfolio.
  • Perform analyses of grant-related data, policy, and program issues, and apply problem-solving techniques to address issues.
  • Develop comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures.
  • Provide technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant.
  • Effectively utilize electronic grant management systems in accordance with established guidelines and protocols.
  • Maintain grant files and adhere to grant management documentation requirements established in Employment and Training Orders (ETOs).
Requirements

The ideal candidate will have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-07 in the Federal Service. This experience should have equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully.

Applicants must also have a Master's or equivalent graduate degree, or a combination of education and experience as described above.

As a condition of employment, all personnel must undergo a background investigation for access to DOL facilities, systems, information, and/or classified materials before they can enter on duty.
