REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
Key Responsibilities:
- Act as a technical authority and consultant for the oversight of civil and structural systems, focusing on steel and welding aspects for federal construction initiatives.
- Provide expert advisory services and conduct reviews related to civil/structural system challenges or compliance issues.
- Examine contract documents, including plans and specifications, to ensure constructability, compliance, and clarity.
- Engage in all stages of the contract modification process, assisting in the development of scopes of work for RFPs, preparing government estimates, and reviewing contractor proposals.
- Support steel and welding inspections, quality assurance, contract management, and deliver technical guidance.
- Review and assess contractor plans and technical submissions for approval, including schedules, environmental, safety, and quality control programs, certifications, and shop drawings.
- Draft correspondence regarding contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical matters.
- Prepare both partial and final payment estimates, including the calculation of pay item quantities, verification of materials, and assessment of project completion percentages.
- Demonstrate expertise in steel and steel connection design.
- Possess experience in weld design and compliance evaluations, including reviewing plans, submissions, RFIs, and conducting field inspections.
- Have experience in non-destructive inspection (NDI).
- Hold AISC certification.
- Monitor and document the scheduled progress of construction activities, advising the project team of any potential delays.
- Participate in RFI and submittal reviews, coordinating with designers and technical experts to respond to contractor inquiries.
- Provide technical assistance with HEMP Shielding, Radio Frequency (RF) Shield, and ICD 705 construction standards, documenting reviews and interfacing with the Designer of Record for technical queries.
- Maintain logs and data necessary for effective project management and decision-making.
Qualifications:
- Bachelor's Degree in Engineering, preferably in Structural Engineering.
- Current Professional Engineer license in the State of Wyoming.
- A minimum of 10 years of experience as a structural engineer on large-scale federal construction projects, preferably with USACE and/or Department of Defense.
- Experience in non-destructive inspection (NDI).
- AISC certification.
- Familiarity with Radio Frequency (RF) Shield and ICD 705 construction standards.
- Knowledge of High Altitude Electromagnetic Pulse (HEMP) design and construction requirements is preferred.
