Key Responsibilities
  • Develop and execute a strategic plan to shape our technological direction and drive innovation
  • Lead a professional staff in successfully defining and managing complex programs and projects
  • Provide substantive feedback, including career development counseling and skills development
  • Lead project teams to ensure project completion on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings
  • Develop analysis of program alternatives
  • Manage and assess the status of assigned projects on a continuous basis, to include resource management and contractor support
  • Develop and sustain partnerships with both internal and external working groups throughout the Center and across the IC
Requirements
  • Must be a current permanent ODNI employee or a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment
  • Must be currently at the grade level of the detail
Qualifications
  • Mandatory Requirements:
    • At least four years of program or project management-related experience, which demonstrates proficiency in each of the following competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving
    • Bachelor's and/or Master's Degree in Computer Science, Engineering, Technical, Technology, Information Systems, Business, Project Management, Management - or 10-12 years related professional experience
    • Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements
    • Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives
    • Ability to multitask and change focus quickly as demands change
    • Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and USG, and to earn their confidence and trust to manage negotiations and consensus building
    • Current PM level 1 and COTR level 1 certifications or the ability to obtain them within 12 months
Education

Bachelor's degree

This position aligns to the ODNI GSIT pay scale, which ODNI is currently offering for IT Engineers, IT Project Managers, and ISSMs. Contact ODNI HRM for more information.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
