Job Description

The Department of Defense is seeking a highly skilled and experienced Cyber Program Director and Senior Advisor to join our team. As a key member of our organization, you will be responsible for designing and implementing Security Cooperation (SC) programs to enhance the capacity of security sector institutions and personnel of key U.S. strategic partner nations.

Key Responsibilities:
  • Design and implement complex legal ICB programs to establish, enable, and/or strengthen relevant legal capacities within the cyber-related security establishments of foreign governments.
  • Develop ICB program planning documents, and assessment, monitoring, and evaluation frameworks.
  • Perform continuous review of program quality, effectiveness, and compliance with policy or programmatic requirements.
  • Work with partner nation officials to ensure international human rights law and international humanitarian law principles are taken into account during the PN's planning and conduct of cyber-related activities.
  • Maintain/expand expertise in legal aspects relevant to DIILS cyber/cyber-related programs, including but not limited to: Cyber security, cyber-crime, cyber defense and cyber operations; (b) Space-related activities, (c) Emergent technology, including autonomous capabilities and activities, hybrid warfare; and (d) Artificial intelligence capabilities and activities.
  • Assess PN capacity, collect baseline data, identify and analyze legal capacity gap areas, and develop plans for addressing these gaps.
  • Assemble and lead diverse teams of subject matter experts.
Requirements:
  • First professional law degree (LL.B. or J.D.) accredited by the American Bar Association.
  • Active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
  • Professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
Preferred Qualifications:
  • Aptitude for providing advice to senior-level officers and decision-makers.
  • Proficient in legal research and writing and strong written and verbal communication skills.
  • Strong interpersonal skills and cross-cultural communication skills applicable in advisory, training, military/government, and multi-cultural environments.
  • Maturity, adaptability, and resilience to function within complex, challenging and uncertain environments.
Working Conditions:
  • Work may require domestic and international travel (potentially up to 50%) away from the normal duty station on military or commercial aircraft, possibly including to developing countries with limited medical facilities and with security concerns.
  • May be required to receive immunizations and take prophylactic medication (such as for malaria) as recommended by the Center for Disease Control.
