Job Title: Senior Budget Analyst

The City of New York is seeking a highly skilled Senior Budget Analyst to join its Information Technology Services (ITS) team. As a key member of the ITS team, the Senior Budget Analyst will play a critical role in managing the budget and contracts for the Department of Social Services (DSS) and the Human Resources Administration (HRA).

Job Summary:

The Senior Budget Analyst will be responsible for performing cost and feasibility analyses, coordinating with the IT Budget Director to determine appropriate procurement types and funding sources, and monitoring contract compliance to ensure that all procurements are processed in a consistent and timely manner. The successful candidate will also develop and maintain contract reporting mechanisms, oversee stakeholder recommendations for contractual services, and manage the renewal of Agency contracts.

Responsibilities:
  • Perform cost and feasibility analyses to determine appropriate procurement types and funding sources
  • Coordinate with the IT Budget Director to ensure timely and compliant procurement processes
  • Develop and maintain contract reporting mechanisms to track budget and contract phases
  • Oversee stakeholder recommendations for contractual services and vendor selection
  • Manage the renewal of Agency contracts, including modifications and extensions
Requirements:

To be considered for this role, candidates must have a master's degree in economics, finance, accounting, business, or a related field, and one year of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research. Alternatively, candidates with a baccalaureate degree and three years of experience in the same areas may also be considered.

Preferred Skills:
  • Excellent analytical, written, research, and verbal communication skills
  • Comfort exercising independent initiative and decision making on assigned duties and responsibilities
  • Experience in complex budget management or contract management process flows
  • Advanced understanding of IT project funding need assessment methods and eligibility criteria
  • Effective negotiation skills in an environment where needed resources may not be directly controlled by this role
