About the Role

CareOregon is seeking a highly skilled and dedicated Program Specialist to join our team in the Adult Behavioral Health System. As a key member of our team, you will play a critical role in translating policies and procedures, contractual requirements, and clinical models into core operations within our network of behavioral health providers.

Key Responsibilities
  • Relationships, Collaboration, and Communication
    • Coordinate and facilitate regular meetings with behavioral health providers, collaboratives, and other behavioral health focused groups to ensure effective collaboration and communication.
    • Act as a liaison between internal and external partners, contractors, other professional organizations, and stakeholders to facilitate collaboration, consensus building, and ensure accountability in applicable activities.
    • Engage CCO stakeholders with regional network partners, behavioral health professionals and providers, advocates, and members through open communication and articulation of goals and vision.
  • Network Support and Technical Assistance
    • Provide operational guidance on expansion and optimization of services and on system of care within the region.
    • Assist in the development of regional clinical strategy and process needs, including identifying and tracking deliverables, identifying network and system gaps within the Adult System of Care, and addressing those gaps through partnerships; program enhancements; and network optimization.
    • In collaboration with BH Leadership, develop and monitor a dashboard of system performance with success indicators and clinical and financial outcomes.
    • Provide technical assistance to clinics on development of actionable data reports and applied use of reports within their settings.
    • Assist in the monitoring of provider network to review utilization, quality improvement, and evaluation programs for members within the Adult System of Care, report findings and recommendations to internal and external audiences.
  • Project Management
    • Assist Behavioral Health Leadership in implementation, leading and completion of network strategies and interventions.
    • Regularly connect with system partners regarding progress of projects and regularly update leadership on goal tracking.
    • Develop and maintain tools for tracking timelines, deliverables, and project outcomes.
Requirements
  • Bachelor's degree in a behavioral health field or public health field with 3 years experience as a program specialist/coordinator in behavioral health and/or social services (OR a Master's degree in a behavioral health field or public health field with 2 years experience as a program specialist/coordinator in behavioral health and/or social services)
  • Valid drivers license, acceptable driving record, and automobile liability coverage or access to an insured vehicle
Preferred Qualifications
  • Experience working within a Medicaid managed care environment and/or working with vulnerable populations in community behavioral health settings
