The Engineering Operations team at PSE is seeking qualified candidates for the position of Engineer II - Substation Controls.

Position Overview

The Substation Controls Design team is in search of an engineer to contribute to our projects. This role involves the design of control systems for substations operating at voltages of 12kV and above, with typical transmission levels being 115 kV and 230 kV. At PSE, control systems encompass all wiring for switchyard equipment, control houses, and control panel devices up to protective relays. Controls engineers are also tasked with providing field support and creating comprehensive project construction drawings, including detailed schematics and wiring diagrams, to integrate relays and other electrical components within substations to ensure the effective operation, protection, and automation of our electrical grid.

Project responsibilities may include planned initiatives such as upgrades to existing substation equipment, SCADA integration, new substation designs, and emergency equipment replacements. This position is part of the Substation Engineering group and requires close collaboration with other engineering teams at PSE, including System Protection and Relay Engineering, which focus on modeling and producing relay settings, and Substation Design, which handles electrical assembly and civil site design.

Under the guidance of more experienced staff, the Engineer will prepare engineering plans, designs, specifications, standards, cost estimates, system studies, and other evaluations. The engineer will also participate in project teams to ensure the successful completion of projects aimed at enhancing energy delivery or power generation systems. Assignments are designed to foster the engineer's technical and managerial expertise regarding PSE processes and systems. Support for emergency response operations may be required.

Adherence to safety compliance standards inherent in PSE's operational and field procedures is essential. The promotion of a culture of total safety is paramount.

Key Responsibilities
  • Engage in projects that often consist of multiple interrelated components.
  • Interpret requirements and apply company and industry standards, guidelines, and methodologies.
  • Utilize engineering principles, practices, and theories effectively.
  • Develop and review cost estimates, providing economic analysis for project alternatives.
  • Plan and create project budgets with necessary documentation.
  • Identify potential weaknesses in assigned tasks and initiate corrective measures.
  • Ensure compliance with relevant codes, standards, and design specifications.
  • Assist with emergency response efforts as needed, including immediate and extended restoration actions due to weather or system failures.
  • May oversee the work of engineering assistants, technicians, or other personnel involved in specific assignments.
  • Perform additional duties as assigned.
Minimum Qualifications
  • Bachelor of Science degree or PE license in electrical, mechanical, civil, or another relevant engineering discipline.
  • Experience in planning, design, specification preparation, technical fieldwork, project cost estimation, and scheduling (typically achieved after 3 or more years of practice as a degreed engineer).
  • Strong organizational, documentation, prioritization, and project management skills.
Desired Qualifications
  • Experience collaborating with both internal and external stakeholders on projects.
  • Familiarity with codes and equipment used in the design and operation of utility systems.
  • Experience coordinating external consultants in project execution.
  • Possession of an EIT certificate and the ability to obtain a PE license.
  • Knowledge of engineering economics and utility accounting practices.
  • Proficiency in MicroStation or AutoCAD.

The salary range for this position is $76,500.00 - $127,200.00, and it is eligible for annual performance-based incentive bonuses.
