Senior Grants Manager

IEM is seeking a highly skilled Senior Grants Manager to join our team. As a key member of our grants management team, you will be responsible for ensuring compliance with federal, state, and local regulations, as well as managing federally funded programs to meet established deliverables.
Key Responsibilities- Develop and implement grant management policies and procedures to ensure compliance with government regulations.
- Manage grant lifecycle processes, including application intake, scoring, and award, through environmental reviews, construction management, expense reimbursement, project monitoring, and closeout.
- Supervise the Grants Management team and its work with subrecipients, clients, and support teams.
- Lead and collaborate with cross-functional teams, including engineering, environmental, construction management, marketing, and accounting specialists.
- Provide training, technical, and administrative guidance on grant requirements and methods.
- Prepare and review information and reports for internal and external stakeholders.
- Develop and review policies and procedures across all grant life cycle processes.
- Bachelor's degree in project management, accounting, finance, management, business, or public administration, or a closely related field.
- Five years of experience with federal grants management, with a proven track record of ensuring compliance with local, state, and federal rules and regulations.
- Substitution: A master's degree in a related field may substitute for two years of the required program experience.
- Three years of experience managing staff and high-performance teams.
- Certified Grants Management Specialist or Project Management Professional (PMP).
- Knowledge of federally funded grant programs, such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Knowledge of California programs related to Housing, Infrastructure/Public Facilities, and Migrant Workers.
- Knowledge of labor compliance requirements, including Section 3, Davis-Bacon, and Certified Payroll.
- Knowledge of the Uniform Relocation Act and associated activities for housing program delivery.
- Annual Salary $79,000 - $90,000.
