Position Overview: The Appalachian Regional Commission is in search of a Legal Advisor to support senior legal professionals and/or the General Counsel in delivering legal guidance to ARC management, staff, and state representatives on a variety of subjects. These subjects encompass administrative and non-administrative law matters, legislative issues, compliance with state, local, and federal regulations pertinent to ARC operations, as well as contracts, grants, ethics, employment law, and personnel matters related to equal employment opportunity, pensions, benefits, and compensation.
Key Responsibilities:
- Conduct comprehensive legal research, analyzing statutes, legal opinions, policies, and precedent cases.
- Under the direction of senior legal professionals and/or the General Counsel, provide advice on managing grants and contracts, records management, ethical considerations, and various employee conduct issues.
- Assist in the preparation and review of contracts, grants, and other legal documents executed by ARC officials.
- Support requests for information under ARC's Open Records Policy.
- Facilitate training sessions for ARC personnel, state partners, and current or prospective grantees regarding federal grant regulations.
Qualifications:
- Possession of a professional law degree (LL.B. or J.D.) from an accredited institution.
- Active membership and good standing with the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory.
- A minimum of one year of relevant legal experience (which may include both paid and unpaid roles); or a second professional law degree (Master of Laws [LL.M.]), contingent upon completion of at least one full academic year of graduate study; or exceptional academic performance in law school, evidenced by being in the upper third of the graduating class, significant contributions to law reviews or journals, or other notable achievements.
Skills and Competencies:
- In-depth knowledge of federal, state, and local laws impacting ARC's operations and program delivery. Experience in providing legal counsel on federal grants management is advantageous.
- Proficient in identifying and analyzing key legal issues in various factual scenarios and applying sound reasoning to derive clear and concise conclusions.
- Ability to research legal matters, evaluate complex factual situations against established legal principles, and draft legal opinions.
- Capability to collaborate effectively with managers, staff, attorneys, and support personnel across a spectrum of enforcement, litigation, policy-making, and legal advisory functions.
- Strong communication skills, with the ability to engage effectively with diverse audiences, both orally and in writing, in formal and informal contexts.
- Experience in conducting training for non-legal audiences.
- Core competencies include accountability, adaptability, collaboration, communication, and critical analysis.
