Responsibilities

The Stockpile Experimentation and Operations (SEO), Technologies and Operations division is seeking a dynamic leader with extensive managerial and diagnostic fielding experience to oversee a team of technicians, scientists, and engineers tasked with designing, developing, characterizing, and analyzing weapon physics data and field diagnostics essential for stockpile stewardship experiments conducted at the NNSS. This managerial role involves balancing responsibilities between teams executing missions at the NNSS and the North Las Vegas (NLV) facility and laboratories. The selected manager will be accountable for recruiting, developing, and supervising the operations team while providing visionary leadership, prioritization, and strategic guidance on future program contributions that align with the National Security Enterprise (NSE) weapon program activities. The manager will be responsible for successfully delivering a suite of experimental program outcomes at national, site, and company levels.

Key Responsibilities

Oversee the technical, budgetary, and functional performance of staff while providing leadership across the organization to ensure safe, secure, and high-quality service delivery in support of the NNSA mission. Provide technical, functional, and operational leadership for a diverse team of approximately 80 scientists, technicians, engineers, and other professionals executing the NNSA mission. Collaborate with project and functional management teams, as well as weapons laboratory clients, to identify necessary technical skill sets and leadership requirements to support multiple test beds at the NNSS and NLV. Work alongside project managers and control account managers (CAMs) to secure the resources needed for mission success, ensuring operations teams are adequately funded for safe and effective operations at both NNSS and NLV. Achieve financial objectives by forecasting needs, preparing annual budgets, scheduling expenditures, analyzing variances, and initiating corrective actions as necessary. Lead the formulation of procedures and work controls essential for the safe and efficient operation of stockpile stewardship testbeds. Coordinate with stakeholders to create operational and strategic plans for each technology and testbed, identifying operational and sustainment requirements to support dynamic weapons experiments. May be required to manage technical scope of work at the CAM or project manager level, including scheduling, resource planning, budgeting, performance tracking, and reporting, while identifying and implementing corrective actions. Proactively explore new technology investment opportunities through Site Directed Research and Development (SDRD). Drive staff performance by communicating job expectations, planning, monitoring, and appraising job results, coaching, counseling, and enforcing systems, policies, procedures, and productivity standards. Cultivate a culture that promotes professional development and inclusion by facilitating career growth opportunities for operations staff, ensuring task completion in a dynamic research and development environment, and establishing clear accountability for fulfilling requirements. Effectively communicate operational requirements to MSTS company management, external clients, and collaborators, as well as state and federal compliance personnel. Advocate for 'organizational learning' principles and provide leadership that fosters continuous improvement in cost efficiency and performance enhancements for NNSA/NSE, program/project, and other client missions. Anticipate risks and ensure that risks inherent in facility operations are identified, mitigated, and appropriately managed.

Qualifications

A Bachelor's degree in a business-related field or equivalent training and experience, complemented by a minimum of 17 years of progressively responsible experience. Proven experience demonstrating effective oral and written communication skills, with the ability to articulate and clarify technical concepts to non-technical personnel, clients, and stakeholders. Ability to foster teamwork, mentor, supervise, and coach employees, manage pressure, provide constructive feedback, delegate effectively, and resolve conflicts. Must exhibit innovation and possess strong problem-solving abilities. A breadth of experience and the capacity to inspire and motivate others to excel. The ideal candidate will demonstrate the ability to negotiate creative solutions, enhance productivity, communicate with clarity and directness, promote excellence, delegate tasks effectively, set clear expectations, make informed decisions, and navigate ambiguity and conflicting priorities. A corporate perspective and organizational agility are essential, along with comfort interacting with employees at all levels, from frontline staff to executive leadership. The primary work location will be at the Losee Road facility in North Las Vegas (NLV), Nevada, with the possibility of remote work within the contiguous United States, following company policy, and requiring travel to NLV and other locations as necessary. The work schedule for this position will be 4/10's, Monday through Thursday, with adjustments as required. A pre-placement physical examination, including a drug screening, is mandatory. MSTS maintains a substance abuse policy that includes random drug testing. A valid driver's license is required.
