Overview:

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe operates within a defined 'Service Delivery Area' encompassing 15 counties across Nebraska, Iowa, and South Dakota, providing a diverse array of health, social, educational, and cultural services.

The Environmental Safety Analyst is responsible for conducting research and investigations aimed at identifying, mitigating, or eliminating sources of pollutants or hazards impacting the environment and public health. This role requires the application of various scientific disciplines to collect, analyze, and report data derived from environmental observations within the Ponca Tribe's service delivery areas.

Key Responsibilities:

  1. Execute tasks as outlined in the final grant agreement for the Ponca Tribe of Nebraska and/or related projects as directed by the Environmental Manager.
  2. Establish data collection methodologies for research projects and surveys. Conduct field research or investigative studies as mandated by the approved grant work plan.
  3. Gather scientific or technical data as specified by the approved grant work plan. Prepare visual representations of data, such as charts or graphs, and summarize the environmental significance of the findings.
  4. Evaluate scientific, numerical, or statistical research data or investigative results. Monitor the environmental impacts of development activities and assess pollution effects, recommending prevention or control measures.
  5. Collect geographic or physical data as required by the approved grant work plan.
  6. Utilize mapping software (GPS/GIS) techniques effectively.
  7. Apply knowledge of environmental regulations and laws relevant to each specific project undertaken by the 128(a) Tribal Response program.
  8. Develop and maintain databases for information collected during each specific project managed by the 128(a) Tribal Response program.
  9. Oversee chemical usage in office locations, conduct inspections, and provide training to staff on proper chemical handling and storage.
  10. Create and uphold Quality Assurance Project Plans, Standard Operating Procedures, and other necessary documentation.
  11. Compile all reports (monthly, quarterly, semi-annual, and final project) for the Ponca Tribe of Nebraska 128(a) Tribal Response Program.
  12. Offer technical guidance and support to the Ponca Tribe of Nebraska Tribal Council, the Environmental Manager, and other Tribal programs, particularly the Tribal Emergency Services Manager. Communicate scientific and technical information through presentations, written reports, workshops, conferences, and public hearings.
  13. Assist in the formulation of emergency plans.
  14. Contribute to the development of projects/programs aimed at achieving the most effective and sustainable use of land.
  15. Investigate and report on incidents affecting the environment.
  16. Perform additional duties as assigned.
Relationships and Authority:

This position does not have supervisory responsibilities. Collaboration with all Ponca Tribe of Nebraska staff and external entities is essential.

Working Environment and Physical Demands:

Professional office setting. Travel within service areas is necessary. The role requires physical strength, dexterity, and endurance, including activities such as walking, bending, pushing, and lifting up to 50 lbs. Travel for training and workshops may be required outside of the service delivery areas.

Qualifications:

Minimum:
  1. Associate's degree in environmental science or a related scientific field such as biology, chemistry, geoscience, engineering, or emergency management.
  2. Proficiency in computer applications including Word, Excel, PowerPoint, and Access.
  3. Exemplary written and verbal communication skills.
  4. Valid driver's license with insurability.
  5. Successful completion of drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
  6. Able and willing to travel.
Preferred:
  1. Bachelor's degree in Environmental Science or a related scientific field such as biology, geosciences, or engineering.
  2. Proficiency in ArcGIS and GPS technology.
  3. One year of experience in an environmental department or with EPA cooperative agreements.
  4. One year of experience working with Native American communities or organizations.
  5. Familiarity with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
  6. Knowledge of Public Law 93-638: Indian Self-Determination Act, Tribal organizations, and funding opportunities.
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are encouraged to apply.
