Position Overview:
The ideal candidate will possess a comprehensive understanding of the NISPOM and the overarching security protocols required by the Department of Defense and various Federal entities. As the designated COMSEC Manager for a compact COMSEC account, you will demonstrate leadership as the principal Facility Security Officer (FSO) overseeing multiple facilities nationwide.

Key Responsibilities:

    • Oversee the personnel security clearance process, including the coordination of initial clearance applications and periodic reinvestigations. Provide guidance to staff to ensure the completion of necessary security documentation, including the collection of fingerprints for initial clearance candidates, and communicate clearance status updates to management.
    • Ensure all security documentation and records are maintained in compliance with Defense Counterintelligence and Security Agency (DCSA) standards.
    • Manage Facility Security Clearance (FCL) documentation and submissions in accordance with DCSA regulations.
    • Maintain and manage all DD-254 forms, including the compilation and distribution of sub-DD254s.
    • Support and coordinate personnel suitability processing for Federal Agencies or components.
    • Conduct and document security briefings for new employees, exit interviews, and debriefings, while investigating and reporting any security violations or incidents.
    • Manage classified materials and prepare classified transmittals following NISPOM guidelines.
    • Develop and implement annual refresher training programs, including necessary documentation to support DCSA Security Vulnerability Assessments.
    • Provide security assistance to Human Resources, Contracts, and Proposal teams.
    • Advise personnel on their reporting obligations, including personal, administrative, and compliance-related reports.
    • Interpret governmental policies to develop and implement security plans and procedures.
    • Maintain collaborative relationships with DCSA and other Federal Agencies, as well as each contract's security office, to manage employee clearances and suitability determinations.
    • Establish and maintain an effective Document Inventory and Control Program for managing classified systems, media, and documents.
    • Create, update, and maintain security plans, procedures, and instructions.
    • Participate in the design and execution of security education initiatives.
    • Supervise daily security operations and enforce compliance with government and company security policies.
    • Handle access control duties, including managing badges, access cards, and visit requests as necessary.
    • Act as the Insider Threat Program Security Officer (ITPSO).
    • Serve as the COMSEC Manager.
Basic Qualifications:
  • Top Secret level security clearance is mandatory.
  • A minimum of 6 years of relevant experience is required.
  • DCSA Facility Security Officer (FSO) Certification is essential.
  • In-depth knowledge of government security and information assurance processes.
  • Proven ability to guide employees on personnel security matters, aligned with the 13 adjudicative guidelines, to assist them in managing their clearances.
  • Experience in safeguarding Personally Identifiable Information (PII).
  • Familiarity with DISS, NISS, NBIS, and eAPP.
  • Strong communication skills to effectively engage with Corporate Executives and high-level government contacts, providing updates and ensuring compliance with NISPOM requirements.
  • Exceptional oral and written communication abilities.
  • Outstanding organizational skills.
