Job Description:

This position is part of a team responsible for supporting the migration of agency financial and administrative systems to agency standard platforms. The team will work to align business needs with current and future state to ensure systems are set up and supported following industry best practices.

Daily Duties / Responsibilities:
  • Manage daily activities of a team responsible for new Financial and Administrative Applications efforts, overall tracking of those efforts, existing enhancements, defects, and bug fixes.
  • Work with IT Leadership and Finance and Operations to confirm priorities, make adjustments as needed, identify gaps, assist with developing and maintaining roadmap.
  • Assist program areas with resolving any reported issues.
  • Adhere to industry best standards, State Security and IT policies and standards.
  • Work with IT Leadership and provide technical support on the project.
  • Ensure Business Requirements are defined and tracked.
  • Ensure technical requirements and work breakdown support business requirements.
  • Work with team and stakeholder to identify gaps.
  • Follow and ensure IT Change Management process for system production changes.
  • Monitor activities and user stories in Microsoft DevOps.
  • Hold one-on-one meetings bi-weekly with assigned Team Members.
  • Hold weekly meetings with support team and/or frequency required.
  • Attend various supporting project meetings to include technical sessions, product configuration review, backlog prioritization, vendor standing meetings.
  • Report daily stats.
  • Confirm system aligns with organizational strategic business objectives.
  • Requires mastery technical and business knowledge in multiple disciplines/processes.
  • Create and provide updates to upper management.
  • Review and work with team to ensure supporting system documentation and training materials is created and maintained.
  • Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place.
  • Ability to plan, organize, review, implement associated project milestones to completion.
  • Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements)

The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.

The candidate will work closely with the Assigned IT Leadership Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures.

The candidate will work closely with customers and subject matter experts for the system design and testing in Finance and Operations.

This will also include compliance to DHEC security policy/procedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction.

Module Support:
  • DHEC will require that selected personnel sign the DHEC confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • DHEC will not accept any offers including an "up-lift" charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Follow agency IT Standards, policies, and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DHEC will remain the sole property of DHEC and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DHEC.
  • DHEC has the final say on all programming choices.
Payment Schedule:

All timesheets shall be entered and approved in a timely manner per State contract terms. The State will not pay any extra costs (i.e. Travel, employee benefits, insurance, room and board, etc.) for temporary employees under this contract.

DHEC Support:
  • All required information including formulas, data, and mechanisms to check output.
  • Staff to assist with any application or data questions.
  • Conference rooms and scheduling for any application demos.
  • Workstation and required software.
Required Skills:
  • Knowledge of Information Technology Field, best practices, organization and operations.
  • ABILITY TO CONCEPTUALIZE NEEDED CHANGE AND INITIATE APPROPRIATE ACTIVITIES TO MOVE FROM CONCEPTS TO IMPLEMENTATION.
  • Ability to deal effectively with the needs of technical peers, technical and user management, users, vendors, and staff members, and to communicate clearly and effectively in spoken and written form.
  • Organizational Skills, Planning skills, Problem solving skills.
  • Supervisory Leadership Experience.
  • Understanding of IT development and implementation projects.
  • Skills in discovery, detailed design, current state, future state, fit gap and work with effectively with a development group.
  • Verbal Communication Skills, Written Communication Skills, Interpersonal Skills.
Preferred Skills:
  • Ability to establish positive working relationships with technical staff, customers and others involved in data-centric management.
  • MS OFFICE 365, MS SHAREPOINT, MS TEAMS.
  • EXPERIENCE IN DESIGNING AND IMPLEMENTING ENTERPRISE LEVEL SYSTEMS ARCHITECTURES.
  • EXPERIENCE WITH SECURITY AND DATA CLASSIFICATION RELATED TO CDC, HIPAA, AND CJIS.
Required Education:

Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.
