The Project Accountant will oversee the financial dimensions of contracts, which encompass billing, sales proposals, inventory management, receivables, forecasting, contract modification reviews, and comprehensive financial reporting. This role requires meticulous cost accounting for multiple active contracts, alongside managing outstanding items from concluded contracts. Cost tracking and analysis will be tailored to the specific requirements of each contract, necessitating extensive knowledge of the Jamis cost system, payroll, procurement, taxation, union regulations, and indirect costs. Familiarity with government regulations, including Joint Travel Regulations, Cost Accounting Standards, and Federal Acquisition Regulations, is essential for pricing proposals and validating billable cost items. The Project Accountant will also analyze costs for internal management and must be well-versed in other internal financial systems while coordinating closely with the Program Management Teams.
Key Responsibilities- Invoicing and Collections: Facilitate the setup of programs within the Jamis cost system, interpreting contract awards and modifications. Establish charge numbers in Jamis, ensuring timely coordination with payroll. Generate invoices monthly from Jamis or Excel in formats specified by customers, submitting them through appropriate channels. Monitor invoice statuses and ensure prompt collections, addressing any issues that arise. Discuss accounts receivable status during review meetings and track available funding against invoicing.
- Monthly Closing Activities: Execute various cost reports, addressing and resolving discrepancies. Prepare monthly entries for sales and receivables, along with necessary journal entries. Reconcile accounts, accrued receivables, inventory, and other assigned accounts on a monthly basis.
- Financial Reporting and Analysis: Generate monthly financial reports, analyzing variances and developing forecasts with input from Program Managers. Prepare 'cost to complete' reports for clients and update forecasts in CPM financials. Participate in senior staff business review meetings, providing financial management insights to program managers.
- Additional Reporting and Activities: Construct annual operating plans and budget spreadsheets. Assist in proposal preparation for additional work or extensions, and support the pricing department with contract re-competitions as needed. Contribute to the training of new project accountants and conduct fringe benefit analyses for assigned pools. Engage in process improvement initiatives and perform Estimate-at-Complete (EAC) analyses as required. Generate various reports for headquarters, including sales by location, and coordinate time card audits as necessary. Support audits conducted by DCAA and other internal and external audit teams, including SOX compliance.
- Education: Bachelor's degree in Accounting or Finance.
- Experience: A minimum of three years of relevant experience.
- Skills & Technology: Strong interpersonal skills to interact effectively with all employee levels. Proficiency in computer applications, including Word, Outlook, PowerPoint, and Excel. Preference for experience with comprehensive Billing, Cost, and General Ledger systems.
