Position Overview
The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is in search of a dedicated and skilled professional to take on the role of Senior Early Intervention Manager. Key Responsibilities
This role presents an exciting leadership opportunity with responsibility for overseeing the Early Intervention (EI) Services division, part of Virginia's statewide Infant & Toddler Connection system. The Loudoun Early Intervention program provides essential services to children from birth to thirty-six months and their families under the Individuals with Disabilities Education Act (IDEA).
In this capacity, you will:
- Provide strategic oversight and leadership to establish a robust and comprehensive Early Intervention service system, including public awareness initiatives and early detection of developmental delays in children.
- Plan, direct, and execute a complex, integrated interagency service delivery model, managing all operational aspects in compliance with federal regulations and state/local policies.
- Act as the Local System Manager as mandated by the state, ensuring adherence to all requirements under the Part C Contract with the Commonwealth of Virginia.
- Oversee contracts with private agencies and service providers involved in the local Early Intervention framework.
- Develop and manage annual budgets, track expenditures, and recommend necessary adjustments to service line activities for effective budget management.
- Supervise insurance billing and revenue collection from both public and private sources.
- Collaborate with other county departments and educational institutions to ensure a holistic system of services for children and families.
- Implement quality assurance measures to ensure compliance with local and state standards for EI services.
- Establish and monitor performance metrics to assess the effectiveness of provided services.
- Participate in various departmental, county, regional, and state committees and initiatives.
- Supervise Program Managers, offering clinical guidance and professional development opportunities.
The hiring salary will be based on experience.
Minimum Qualifications
- A Master's degree in Counseling, Early Childhood Special Education, Occupational Therapy, Physical Therapy, Social Work, Speech-Language Pathology, or a related human services field.
- A minimum of four (4) years of progressively responsible experience in a related field, including three (3) years in a supervisory or management capacity, preferably within a governmental context. Equivalent combinations of education and experience will be considered.
Relevant experience should include:
- Administration of Early Intervention programs, including oversight and evaluation of service delivery.
- Leadership and coordination of teams, contracted vendors, and service provisions.
- Budgetary management and fiscal accountability, including the development and oversight of EI program budgets.
- Proven knowledge of infant and toddler development principles and evidence-based Early Intervention practices.
- Strong verbal and written communication skills, with the ability to interpret and explain policies and regulations effectively.
- Excellent facilitation skills for discussions involving multidisciplinary teams and community stakeholders.
Preferred Qualifications
- Professional credentials and Virginia licensure as an Occupational Therapist, Physical Therapist, Counselor (LPC), Clinical Social Worker (LCSW), Speech-Language Pathologist (SLP), Early Childhood Special Educator, or other approved professional credential for delivering Part C services.
- Experience with Part C of the IDEA, including the ability to conduct compliant assessments during peak enrollment periods.
- Background in clinical assessment and family-centered approaches to childhood developmental and behavioral health issues.
- Previous experience in a leadership role within government or public sector community services.
- Demonstrated critical thinking and solution-focused problem-solving skills within a systemic framework.
- Proven leadership abilities in building high-performing teams.

Job Requirements and Contingencies
- Must be fitted for an N-95 (or similar) mask to safely provide on-site services as required.
- Must qualify for certification as a Virginia Early Intervention Professional and Case Manager.
Post-Conditional Offer Requirements
- Employment is contingent upon successful completion of a criminal background check, credit check, driving record check, and negative TB screening/test.
- A valid driver's license in Virginia or the state of residence is required.
