Job Description

Cheniere Energy is seeking a highly skilled Climate Policy Specialist to join our Policy, Government, and Public Affairs (PGPA) organization. This role will provide support on sustainability, climate policy, and advocacy matters impacting Cheniere. The successful candidate will be located in Houston, TX and will report to the Senior Director, Climate & Sustainability.

The Climate Policy Specialist will conduct and/or lead legislative, regulatory, and technical analysis of climate policies and programs in the US and other key countries. This includes leading the policy and regulatory analysis to support new low-carbon venture projects. Additionally, the role may involve conducting specific analytical modeling in relation to the role of natural gas and LNG under carbon-constraints.

The key responsibilities of this role include:
  • Working with the team to develop analytical models and other tools to assess energy and environmental impacts from Cheniere's LNG supply chain.
  • Leading by example by writing technical and scientific reports and supporting Cheniere's QMRV and CE Tags, including continuous improvements.
  • Supporting future collaborations with Cheniere's suppliers, and academia to improve the timeliness and quality of GHG data.
  • Leading corporate research and analysis of US and international climate and energy transition policies, including the macro-energy impacts due to climate and renewable energy legislation, regulations, and policies.
  • Recommending program and staffing budgets and managing budgets efficiently.
  • Mentoring, training, and supervising direct reports on climate science and policy projects and programs, including ensuring a 'team first' approach for project execution.
  • Experience working with and advising senior management, and internal teams on climate science and policy.
  • Supporting other members of the climate and sustainability department, and other internal stakeholders in development of Cheniere's independent assessments on risks and opportunities from climate and energy transition programs and policies as it relates to US and Cheniere's markets, including new low-carbon ventures.
  • Supporting venture and climate technology and integration programs at Cheniere.
  • Developing analytical briefs and periodic reports for senior management.
  • Collaborating directly with internal stakeholders to promote the development and execution of Cheniere's climate policy strategies.
  • Credibly engaging and representing Cheniere on climate and energy transition policies with regulators, academics, non-governmental organizations, industry forums and networks.
  • Developing public comments and advocacy strategies.
  • Adhering to all corporate policies, especially safety and human resources at all times.
Requirements

The successful candidate will have the following qualifications:
  • Strong life-cycle analysis (LCA) experience for GHG emissions across the natural gas/LNG supply chain.
  • Strong scientific understanding related to GHG emissions monitoring technologies, including application of such technologies across the natural gas/LNG supply chains.
  • Application of scientific knowledge to develop, execute, and implement climate strategies.
  • Experience in publishing peer-reviewed or technical articles.
  • Strong understanding and experience in US and international climate change policies, including policies associated with methane, and carbon capture use and sequestration (CCUS), emission offsets, carbon policies such as carbon tax, cap and trade, renewable energy standards.
  • Strong understanding and experience with energy modeling outlooks.
  • Demonstrated ability to engage with policy leaders.
  • Ability to represent Cheniere in public engagements. Confident public speaker.

Education and Experience
  • Bachelor's degree in economics, engineering, sustainability/environmental/public policy, or related field.
  • Graduate degree is highly preferred.
  • Five (5) or more years of experience in climate and energy transition policies (w/ bachelor's degree) and three (3) or more years of experience in climate and energy transition policies (w/ master's degree) with at least one (1) year of formal or informal supervision of staff.
  • Expert level knowledge of LCA models, including publication of at least one peer-reviewed article.
  • Experience with conducting methane emissions research, including GHG field-measurement campaigns across natural gas or LNG value chain, including understanding of continuous methane emissions monitoring, aerial, satellite, and ground-based measurement technologies.
  • Demonstrated understanding of carbon policies and renewable energy market trends in the US and international countries, including CCUS, carbon tax, cap and trade etc.
  • Knowledge of US and international energy and environmental projection tools and models from Energy Information Administration (EIA), International Energy Agency (IEA) and familiarity with outputs from leading consultants and think-tanks.
  • Prior experience analyzing macro-impacts of climate constraints, renewable energy policies and energy transition policies on natural gas and LNG fundamentals.
  • Communicating complicated analytical results and recommendations to senior management and external audiences.
