We are seeking a Program Management Lead to provide support for the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO).

The DCSA PEO manages a comprehensive portfolio of enterprise-level information technology (IT) initiatives that utilize best practice methodologies for the creation and delivery of innovative IT solutions, enhancing DCSA's extensive National Security capabilities to better serve the Department of Defense (DoD), the U.S. Government, and the cleared industry.

The Program Management Lead will oversee a team of contract support personnel and offer acquisition program expertise to enhance the PEO's effectiveness.


Key Responsibilities:

  • Oversee OCT contractors supporting the DCSA PEO contract, ensuring timely, clear, and concise delivery of contract outputs to the government.
  • Implement comprehensive acquisition management across a program or portfolio, ensuring compliance with federal acquisition regulations and alignment with organizational objectives. Manage all stages of the acquisition lifecycle, from initial planning through execution and post-award management.
  • Facilitate coordination with the Defense Counterintelligence and Security Agency's Contracting Office and other relevant contracting authorities to ensure smooth execution.
  • Assist in formulating and determining contracting strategies that align with program goals and regulatory standards. Prepare detailed contracting documentation and support the execution of strategic procurement decisions.
  • Lead and supervise Integrated Product Teams (IPTs), managing the planning, execution, and evaluation of test events, product demonstrations, and other critical activities. Ensure IPTs achieve their objectives and adhere to project timelines.
  • Manage the program's budget and master schedule. Identify and evaluate cost, schedule, and performance trade-offs, providing recommendations to optimize resource allocation and program efficiency.
  • Develop and draft Acquisition Strategies, Acquisition Plans, and other essential acquisition documents. Ensure these documents are thorough, align with strategic objectives, and comply with federal acquisition regulations.
  • Conduct detailed analysis of acquisition strategy requirements, offering insights and recommendations to support effective decision-making and strategic planning.
Qualifications:

  • Minimum of 15 years of experience managing complex federal government acquisition projects.
  • Supervisory experience leading a high-performing team in a distributed and virtual environment while ensuring the delivery of contract and work outputs.
  • Proven experience in executing acquisition management, including coordinating products and taskings across various lifecycle phases and preparing necessary acquisition documentation. Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or Project Management Professional (PMP) certification is required.
  • Proficient in determining contracting strategies, preparing contracting documents, and coordinating with contracting authorities and other relevant entities.
  • Demonstrated ability to lead and provide oversight for product IPTs, test events, and product demonstrations, ensuring comprehensive management and successful execution.
  • Strong background in managing program budgets and schedules, with the capability to identify and assess cost, schedule, and performance trade-offs.
  • Experience in developing and drafting Acquisition Strategies and Plans, with a thorough understanding of acquisition strategy requirements and documentation.
  • Ability to effectively analyze and recommend acquisition strategies, ensuring alignment with program goals and regulatory standards.
  • Must possess an active, current DoD Top Secret Clearance.
