Job Summary

We are seeking a highly skilled and experienced Code Enforcement Administrator to join our team at the City of Goldsboro, NC. As a key member of our planning and development department, you will be responsible for interpreting and applying various city codes and ordinances, ensuring the cleanliness and safety of city streets, right-of-ways, and private properties.

Key Responsibilities
  • Supervise and participate in responding to questions regarding zoning issues, checking for violations, and following up on complaints.
  • Administer the Order to Repair Ordinance, documenting communications and actions taken prior to approval for the City to demolish, if necessary.
  • Investigate complaints regarding potential violations, conduct field inspections, and meet with property owners to explain compliance requirements and remediation methods.
  • Prepare correspondence and issue citations for major violations.
  • Serve as principal staff to the Hardship Review Committee, accepting and reviewing applications for economic hardships and appeals, conducting investigations, and making recommendations.
  • Perform review of nuisance, minimum housing, order to repair, and/or vehicle violations for code compliance and communicate needed compliance measures.
  • Advise citizens and contractors of City Housing Code and Nuisance Code regulations.
  • Prepare necessary documentation requesting City action to require corrective action at owner's expense, when written notification fails to effect corrective action.
  • Testify in court in proceedings against owner.
  • Coordinate preliminary consultations with departments, such as Planning, Inspections, Engineering, and Fire Marshal's office for code compliance, when necessary.
  • Perform supervisory responsibility in accordance with City policies, procedures, and applicable laws, including training, planning, assigning, and directing the work of Environmental Codes Inspectors and Administrative Assistant.
  • Oversee the record keeping of inspections and nuisance violations, preparation of necessary reports, and documentation of findings.
  • Back up other department staff.
Requirements
  • Bachelor's Degree in Planning, Engineering, Geography, Landscape Architecture, or a related field.
  • Three (3) years of experience in zoning and/or code enforcement or planning, or an equivalent combination of education and/or experience.
  • Possession of a valid North Carolina Driver's License.
  • Ability to obtain Zoning Enforcement Officer certification from the State of North Carolina.
