Grants Management Specialist

This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research. The successful candidate will be responsible for managing and overseeing the grant process, negotiating and awarding grants or cooperative agreements, providing grant-related technical guidance to internal and external stakeholders, reviewing audit reports of grants, and closing out grants.
Key Responsibilities- Negotiate and execute awards and amendments to existing awards.
- Determine allocability of cost for cost-reimbursement awards.
- Assure that interest earned on cash advances is remitted to HUD, recipients account for proper use and accounting of program income, and recipients submit required organizational audits and/or requested Federal audits.
- Initiate and complete administrative closeout.
- Review recommendations on budget/project modification requests and approve/disapprove recipient budget and project revisions.
- Initiate the development of basic policy and procedures for PD&R grant programs assigned to the Office, including preparation of regulations, notices, and other issuances for grantees.
- Must be a U.S. Citizen or U.S. National.
- A one-year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
You must meet the following requirements within 30 days of the closing date of this announcement.
- Specialized Experience: For the GS-14 grade level, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level, or equivalent, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
