Position Overview:The New York Police Department is seeking a seasoned procurement professional to take on the role of Senior Contract Analyst within its ACCO Office. The ideal candidate will possess substantial experience in municipal procurements and related administrative functions.
Key Responsibilities:- Assist ACCO management in the review, evaluation, and processing of various procurement documents, ensuring compliance with relevant regulations and policies.
- Utilize citywide systems for the assessment and processing of solicitation documents, bid packages, and vendor submissions.
- Conduct research to identify optimal procurement strategies and methodologies.
- Collaborate with staff across divisions to ensure timely fulfillment of program needs.
- Engage with personnel from various NYC and NYS agencies, representing the department in public forums.
- Support the establishment of goals for Minority and Women-Owned Business Enterprises (MWBE) and oversee vendor accountability processes.
- Facilitate meetings with vendors, gather information for pre-bid conferences, and assist in negotiations.
- Undertake additional responsibilities as required.
- A bachelor's degree from an accredited institution and four years of relevant professional experience in procurement, contract management, or a related field, including at least eighteen months in a supervisory or managerial role.
- A combination of education and experience equivalent to the above, with the requisite supervisory experience.
Possession of a recognized professional procurement certification may substitute for up to one year of the required experience.
Preferred Skills:- Strong verbal and written communication abilities.
- Professional interaction skills with diverse groups, including project managers and vendors.
- Analytical proficiency; familiarity with PASSPort or FMS is advantageous.

Residency Requirement:New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles with two continuous years of service may be eligible to reside in specific counties.
