Mat-Su Health Foundation (MSHF) operates as the official business entity of Valley Hospital Association, Inc., which co-owns Mat-Su Regional Medical Center. The MSHF board and representatives are actively involved in the governance of the community hospital, ensuring the protection of community interests in this vital healthcare institution. The mission of MSHF is to enhance the health and wellness of Alaskans residing in the Mat-Su area through various means, including grantmaking, collaboration with local partners, and advocating for policy changes. MSHF's initiatives have led to substantial advancements in systems that bolster the health of Mat-Su residents across numerous sectors, including behavioral health, child welfare, crisis response, community engagement, workforce development, transportation, housing, and senior services.

Position Summary

The Director of Human Resources is responsible for managing the daily operations of MSHF's human resources department, ensuring alignment with the Foundation's core principles and social contract, which emphasize respect, positivity, teamwork, health, and equity. This role is pivotal in cultivating a healthy, inclusive, and productive workplace environment. It champions a culture of excellence, compassion, and positive morale, striving for outstanding performance throughout the employee lifecycle. As the HR subject matter expert, the Director provides strategic recommendations to shape organizational structures, workflows, and processes that support staff in achieving MSHF's mission and vision.

Key Responsibilities

Leadership

  • Collaborate with Foundation leadership to foster a healthy, inclusive, and productive organizational culture that encourages high performance and positive morale.
  • Act as a strategic partner with supervisors to implement MSHF policies, navigate employee relations, and ensure compliance in alignment with the Foundation's mission, vision, values, and principles.
  • Design and execute human resources and operational strategies by establishing departmental responsibilities.
  • Enhance the recruitment process to attract candidates who will enrich the organizational culture and are dedicated to MSHF's mission. Recommend processes to hire a diverse workforce.
  • Identify and implement best practices for recruitment, onboarding, and retention to strengthen organizational culture, employee development, and mission-driven impact.
  • Advise on total rewards, including compensation, incentives, and benefits, in line with the Foundation's compensation philosophy. Collaborate with the CFO and COO to conduct market competitiveness and internal equity assessments of the Foundation's compensation practices.

Management and Administration

  • Assist the CFO and COO in managing the annual administration of health benefits and retirement plans, including open enrollment, compliance reporting, and communications.
  • Work with the COO and others to develop and implement a comprehensive professional development program for employees.
  • Refine performance management processes to ensure fair and equitable evaluations. Guide managers in setting SMART goals aligned with MSHF's strategic objectives.
  • Oversee performance review systems to ensure equitable application by managers; collaborate with leadership to establish rating protocols and documentation requirements.
  • Maintain compliance with professional liability contracts and audits.
  • Update and ensure the MSHF Employee Handbook and HR policies are current and compliant with applicable laws while reflecting the Foundation's culture.
  • Manage personnel files and the Human Resources Information System (HRIS).

Internal and External Relations

  • Educate staff on the role of human resources and enhance their conflict management skills.
  • Build trust and rapport with staff members.
  • Collaborate with leadership to improve psychological safety within the organization.
  • Represent MSHF in the HR community and network with peers to foster support and innovation.

Qualifications

  • Bachelor's degree in human resource management, business, law, or a related field preferred.
  • At least 8 years of management-level experience in human resources required.
  • Professional HR certification (e.g., SHRM-SCP or SPHR) preferred or the ability to obtain certification within one year of hire.
  • Experience in nonprofit organizations preferred.
  • Experience in healthcare operations and governance preferred.
