Overview


The Chief Information Officer (CIO) serves as the principal technology and information leader, tasked with strategizing, developing, and directing the IT landscape and organization for The Joint Commission Enterprise.

This role encompasses various responsibilities including business leadership, driving business process transformation, technological foresight, enterprise risk management, and collaboration with security operations leadership.

Specifically, this position is accountable for safeguarding, promoting, planning, executing, monitoring, and sustaining the information and technology assets of The Joint Commission Enterprise.

To achieve these objectives, the individual will engage closely with senior management, technical teams, end-user departments, and external vendors, contractors, and consultants.

These responsibilities must be carried out in a manner that leverages the value of information technology to fulfill the business goals of The Joint Commission Enterprise, maximizing the return on the organization's technology investments.

Key Responsibilities

Vision:
Maintain a comprehensive understanding of The Joint Commission Enterprise's operations and emerging technologies; articulate a vision of how technology can support the enterprise's business objectives; address and resolve departmental conflicts to foster a unified technology vision aligned with the overall business strategy.

Strategic Planning:

Develop, maintain, and oversee the execution of the strategic information technology plan to ensure the necessary technical infrastructure is in place to meet the future objectives of The Joint Commission Enterprise as outlined in corporate strategic and business plans.


Successful execution of this task will include:

Identifying opportunities for The Joint Commission Enterprise to enhance its position in the healthcare sector through the application of technology to its processes and the development of innovative products and services.

Evaluating the effectiveness and cost-benefits of existing systems to ensure they meet the evolving needs of end-users efficiently.

Analyzing the cost/benefit of building, purchasing, or outsourcing hardware and software applications.

Assessing opportunities for departments to leverage technology for operational improvements.

Staying informed about new and emerging technologies that could influence the enterprise's operations or lead to new products or services.



Industry Leadership:
Represent The Joint Commission at national policy-level IT discussions as necessary (e.g., health information technology and healthcare reform).

Senior Leadership:
Actively participate in enterprise leadership meetings. Present the enterprise technology compendium and strategic roadmap. Collaborate with the CFO to develop long-term financial forecasts.

Functional Leadership:
Recruit skilled, service-oriented staff to ensure a balanced mix of experienced and entry-level professionals.

Foster an IT culture that emphasizes employee training, development, coaching, and team building, while providing a competitive compensation program to retain and motivate talent within the competitive software development landscape.

Ensure an integrated technical environment (software, hardware, communications infrastructure, and end-user tools) that enables rapid application delivery, easy information access, and adaptability to changing business needs.

Manage a portfolio of projects to optimize value for the enterprise.

Ensure systems are developed following standard methodologies and sound software development principles.

Oversee relationships with software and hardware vendors, and other external IT contractors, actively participating in contract negotiations and compliance activities.

Manage the technical infrastructure for internet access, ensuring appropriate security controls and capacity plans are established; develop a conceptual framework for the role of the internet in business communication, marketing, and employee productivity.

Ensure the IT Operating Model aligns with industry best practices and controls, including ITSM, ITIL, CMMI, etc.

Guarantee redundancy and availability of IT systems and platforms. Oversee policies and procedures for disaster recovery, incident response, and business continuity of technology systems.

Collaborate with the CISO to define and implement physical and logical protections for all infrastructure and end-user devices within The Joint Commission's technology ecosystem.

Qualifications

Special Skills and Abilities Required:
Experience in strategic and tactical planning within information technology.
Highly developed leadership skills necessary to effectively drive business, cultural, and technological change.

Ability to articulate a vision regarding the strategic value of information and technology in the context of The Joint Commission Enterprise's operations.

Capability to realize value by effectively managing technology costs and ensuring business benefits; strong business acumen and a focus on results.

Exceptional interpersonal and communication skills to gather information, convey ideas, provide consultation, and facilitate change.

Extensive knowledge and experience with distributed client-server systems development and support environments.

Experience in process reengineering.

Proven track record as a manager of a large information technology operation, including technical staffing, operations analysis, project management, budget development, and vendor management.

International IT experience is advantageous.

Strong working knowledge of IT and general finance principles and stewardship.

Experience with Enterprise Risk Management processes and frameworks.

Knowledge, Practical Experience, and Licensure/Registration Required:
The level of knowledge typically acquired through completion of a Master's degree in a relevant field. The ideal candidate would possess a combination of a bachelor's and master's degree in business administration and computer science.

A background in healthcare is beneficial.

A minimum of ten years of experience in information technology management, covering architecture, systems development, and operations.

Ability to shape and prioritize innovative technology as an organizational imperative.

Ability to enable and drive business strategies through technological innovations that result in new, customer-centric business models.

Capability to facilitate organizational change within and beyond IT functions.
