POSITION SUMMARY

As a vital member of the Construction Services Team at Michael Baker International, the Technical Manager will oversee the strategic planning, coordination, and execution of bridge construction initiatives associated with various contracts in the DC/MD/VA region. This role necessitates collaboration with engineers, clients, contractors, and field personnel to ensure that projects are delivered in compliance with contractual obligations, within established timelines, and budgetary constraints while prioritizing safety protocols.

The Technical Manager will engage frequently with engineering teams and field staff to address and resolve construction challenges, as well as to seek technical expertise in specialized engineering and inspection areas. Additionally, this position involves regular interaction with contractor representatives to organize project inspections and troubleshoot issues, liaising with local government and law enforcement to clarify ongoing construction activities and manage traffic control, coordinating with suppliers to track material deliveries, and collaborating with utility companies for relocations and installations.

This role is predominantly field-based, demanding active participation in all construction phases on projects that may be complicated by extensive traffic management, sensitive political or environmental factors, or significant coordination with property owners, utility providers, and government entities. Responsibilities encompass both field and office tasks, requiring the ability to produce clear, concise, and comprehensive documentation, including correspondence, meeting summaries, daily reports, quantity summaries, change orders, supplemental agreements, and project closure documents. The Technical Manager will also oversee construction change order processes, inspector performance, and the resolution of construction-related issues.

KEY RESPONSIBILITIES

  • Supervise and manage field personnel.
  • Track construction progress and expenditures.
  • Draft and manage project-related correspondence.
  • Maintain comprehensive jobsite records.
  • Facilitate project meetings and produce detailed minutes.
  • Evaluate and recommend acceptance or rejection of CPM schedules.
  • Assess contractor payment requests.
  • Implement and uphold document control management systems.
  • Conduct constructability reviews of developing plans.
  • Perform cost estimates or review third-party assessments.
  • Supervise construction staff, ensuring proper training and certification.
  • Collaborate with inspectors to schedule inspection resources.
  • Engage with other consulting firms.
  • Maintain communication with clients.
  • Ensure adherence to all governmental and industry standards and guidelines.
  • Develop and implement construction management QA/QC Plans.
  • Availability for non-standard hours, including occasional nights and weekends.

PROFESSIONAL QUALIFICATIONS

  • Bachelor's degree in Civil Engineering or a related field.
  • Over 15 years of experience in construction management and inspection.
  • Knowledge of Federal and State construction specifications.
  • Preferred possession of a professional engineer (PE) license in DC, MD, or VA (or ability to obtain within 12 months).
  • Experience with complex bridge designs preferred (e.g., cable-stayed, suspension, tied arch, steel truss).
  • Proficient in Microsoft Word, Excel, and Outlook.
  • Strong organizational, leadership, and evaluative skills.
  • Experience in construction observation aligned with industry standards.
  • Excellent interpersonal management skills.
  • Established relationships with state agencies are advantageous.
  • Ability to prioritize and manage multiple project assignments effectively.
  • Exceptional oral and written communication skills for client interactions.

COMPENSATION
The estimated compensation range for this position is $132,324 to $206,676. This range is a good faith estimate at the time of posting and actual compensation will depend on factors such as education, qualifications, experience, skillset, and work location.
