Job Title: Program Analyst II

Olgoonik is a leading provider of professional contracting services, and we are seeking a highly skilled Program Analyst II to join our team.

Job Summary:

The Program Analyst II will be responsible for providing expert advice and guidance to officials on program planning, budgeting, programming, and contract management activities. This includes developing, recommending, and implementing policies and procedures, as well as identifying operational efficiencies and risks.

Key Responsibilities:
  • Provide expert advice and guidance to officials on program planning, budgeting, programming, and contract management activities
  • Develop, recommend, and implement policies and procedures
  • Identify operational efficiencies and risks and provide analysis on means to reduce risks and improve resource utilization
  • Plan, organize, and evaluate contract actions
  • Provide expert assistance, advice, and guidance in all aspects of the program planning and contracting processes
  • Provide expert financial and budgetary support
  • Draft program plans and performance reports
  • Establish and maintain liaison and serve as the focal point for the coordination and communication with appropriate offices, overseas posts, and U.S. government agencies
Requirements:
  • Associate's degree, but Bachelor's degree preferred
  • 10+ years of experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective budgetary/resource utilization
Preferred Qualifications:
  • Comprehensive knowledge of and experience with Federal contracting and budgeting
  • Experience identifying complex cross-cutting areas of program requirements and needs in order to address significant organizational concerns
  • Experience providing expert advice and preparing and presenting controversial reports on program status to senior management officials
  • Experience conducting detailed analyses of functions and work processes and presenting recommendations for improvements and corrective actions
Security Clearance:
  • Possess or be able to obtain/maintain a SECRET security clearance
  • Must be a U.S. Citizen
Work Environment:
