Job Summary

We are seeking a highly qualified Emergency Management Specialist 2 or 3 to join our team at the Fulton County Board of Health in the Emergency Preparedness Division. The successful candidate will provide guidance, support, and technical assistance to state and local public health departments and communities to prepare, prevent, respond, and rapidly recover from public health threats critical to protecting and securing the nation's public health.

Key Responsibilities
  • Coordinate disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures.
  • Develop and implement emergency preparedness initiatives, including planning, developing, and implementing emergency management plans and procedures.
  • Collaborate with others to prepare and analyze damage assessments following emergencies.
  • Coordinate disaster response or crisis management activities, such as opening shelters, special needs programs, and evacuation.
  • Develop and perform test and evaluation of emergency management plans according to state and federal guidelines.
  • Develop, plan, and implement emergency preparedness initiatives, including training and exercises.
  • Inspect equipment and facilities to determine their operational and functional capabilities.
  • May supervise subordinate staff.
  • Oversee training activities and monitor budget.
  • Monitor the operational readiness of hospitals, community health centers, and other responders by observing and participating in periodic training exercises and drills.
  • Support planning and preparedness activities of hospitals and other response partners to develop integrated responses to emergencies.
  • Assist with the coordination and response to emergency hazards.
  • Gather, compile, and analyze data and submit reports to the appropriate authorities.
  • Report activities on SharePoint.
  • Coordinate the operation and maintenance of assigned emergency operations center equipment, including maintaining working knowledge of systems, testing systems, troubleshooting and repairing communications and information technology equipment, serving as systems administrator during emergencies, recruiting and managing related volunteer positions.
  • Ensure compliance with local, state, and Federal rules, regulations, and standards concerning emergency management and hazardous materials incidents, including collecting, maintaining, analyzing, and interpreting data, providing recommendations to command-level decision-makers.
  • Participate in the notification of operational emergency response organizations and activation of public notification systems.
  • Job duties include assisting with emergency response planning, as well as the development, execution, and documentation of exercises and drills.
  • Develop and implement corrective action plans.
  • Engage in community outreach and educational activities intended to promote emergency preparedness.
  • Assist with any operational needs during times of response, managing a broad scope of volunteers.
  • Perform duties related to supporting emergency preparedness initiatives and assisting in formulating and maintaining emergency plans, procedures, and checklists needed in response to Public Health-related or other emergency events.
Requirements
  • Bachelor's degree in public health, emergency management, or a closely related field from an accredited college or university.
  • Two years of experience in emergency management or a related field.
  • Additional requirements may include bilingual proficiency, comfort with lifting at least 50 pounds, and experience with activating an Emergency Operations Center, Web EOC, and real-world incidents and exercise trainings.
