Position Overview:

Red Lake Construction, LLC (RLC) is in search of a highly qualified and seasoned Lead Financial Accountant with extensive expertise in construction finance and federal contracting. The successful candidate will be tasked with managing the financial operations of both RLC and its subsidiary, ensuring adherence to SBA and federal regulations while maintaining precise financial documentation.

The ideal applicant will be a proactive individual capable of independently establishing and overseeing a robust document management system.

Additional duties will involve evaluating financial statements and their related supporting documents for other construction divisions under Red Lake, Inc., the parent organization of Red Lake Construction, LLC.


Primary Responsibilities:

Financial Oversight:
Supervise all financial functions including invoicing, receivables, payables, payroll, general ledger, and cost accounting. Generate and assess monthly, quarterly, and annual financial reports. Administer cash flow, budgeting, forecasting, and financial evaluations.

Regulatory Compliance and Reporting:
Guarantee compliance with all SBA and federal regulations pertinent to construction contracts. Prepare and submit all necessary financial documentation and reports to appropriate entities. Conduct internal audits to confirm adherence to financial policies and practices.

Project Financial Management:
Oversee accounting for various federal construction projects concurrently. Monitor project expenditures, prepare billing, and assess project profitability. Collaborate closely with project managers to ensure accurate financial reporting for projects. Generate Monthly Work in Process Job Reports to track gross profit progress.

Accounting Systems Management:
Become proficient in Sage Intacct Software and Foundation Software. Ensure all job cost codes are updated and sufficient for tracking job costs. Establish new projects and include initial budget schedules for each job. Finalize completed projects once approved.

Document Control:
Create and implement a comprehensive document management system for all financial and project-related materials. Ensure all documents are stored in compliance with SBA and federal regulations. Maintain organized records for easy access and retrieval.

Process Enhancement:
Identify and execute process improvements to boost the efficiency and effectiveness of the accounting department. Provide insights for financial policies and procedures.

Travel may be required to various project sites to ensure effective financial oversight and compliance.

The Senior Accountant will be expected to engage with team members periodically to manage financial operations and support project needs.


Essential Qualifications:

Education and Experience:
Bachelor's degree in Accounting, Finance, or a related discipline. CPA or CMA certification preferred. At least 5 years of experience in construction finance, particularly in federal contracting. Strong understanding of SBA and federal regulations related to construction contracts.

Skills:
Proficiency in accounting software (e.g., QuickBooks, Sage, or similar) and advanced Excel capabilities. Strong analytical, organizational, and problem-solving skills. Exceptional attention to detail and ability to manage multiple projects concurrently. Effective communication and interpersonal abilities.

Preferred Qualifications:
  • DCAA Compliance: Understanding of DCAA audit requirements and processes.
Familiarity with FAR (Federal Acquisition Regulation) and its implications on accounting practices. Knowledge of CAS (Cost Accounting Standards) as they relate to federal contracts.

Indirect Cost Management:
Ability to develop and manage indirect cost rate proposals. Knowledge of allowable and unallowable costs under federal regulations.

Timekeeping and Labor Management:
Proficiency in maintaining compliant timekeeping systems. Understanding of labor distribution and allocation to various contracts.

Contract Management:
Familiarity with various types of government contracts (e.g., fixed-price, cost-plus, time and materials). Ability to manage accounting and reporting requirements specific to each contract type.

Internal Controls:
Expertise in establishing and maintaining internal controls to ensure compliance with federal regulations. Ability to conduct internal audits to proactively address potential issues.

Cost Management:
Experience in job cost accounting and project cost tracking. Proficiency in preparing Incurred Cost Submissions (ICS) and other required federal reports.

Financial Reporting:
Ability to prepare accurate and compliant financial statements and reports.

Understanding of government-specific reporting requirements, such as SF 1408 (Pre-award Survey of Prospective Contractor Accounting System) and other audit documents.


Documentation and Record Management:
Knowledge of document retention policies and procedures as required by federal regulations. Proficiency in maintaining organized and accessible records for audit purposes.

Audit Preparedness:
Ability to prepare for and facilitate DCAA and other federal audits. Experience in responding to audit findings and implementing corrective actions.

Ethical Standards:
Strong understanding of ethical standards in government contracting. Commitment to maintaining integrity and transparency in all financial practices.

Possessing these competencies will equip the applicant to ensure compliance with federal DCAA accounting principles and navigate the complexities of federal audits effectively.

Ability to work independently and take initiative. Experience in developing and managing document storage systems. Familiarity with federal contract reporting requirements. Motivation to stay current with all changing regulations and policies related to federal contracting. Ability to mentor and oversee junior accountants. Additional accounting duties and responsibilities as assigned.
